POSITION SUMMARY:
Reporting to the Manager of Human Resources, the Compensation and Benefits Coordinator is responsible for the administration of the County's total rewards programs, including compensation, employee benefits, pension administration, HRIS administration, payroll support, and workplace insurance (WSIB). The position provides expert advice and analytical support related to compensation, salary administration, job evaluation, pay equity, employee benefits, pension programs, workforce reporting, and legislative compliance. The Coordinator works collaboratively with Finance, Payroll, managers, and external service providers to ensure the effective administration of compensation and benefits programs while supporting strategic human resources initiatives and continuous process improvement.
QUALIFICATIONS:
Education, Certification & Licenses
- Post-secondary degree or diploma in Human Resources Management, Business Administration, Commerce, Finance, Accounting, Payroll Administration, or a related discipline. An equivalent combination of education and directly related experience may be considered.
- Payroll Compliance Practitioner (PCP) designation is considered an asset.
- Coursework or certification in Compensation Management, Job Evaluation, Pay Equity, or Total Rewards is considered an asset.
- Certified Employee Benefit Specialist (CEBS) designation is considered an asset.
Experience
- A minimum of two (2) years’ experience in compensation, benefits, pension administration, payroll, HRIS, human resources, or a related employee services environment, preferably in a unionized municipal or broader public sector setting.
- Experience with salary administration, job evaluation, pay equity, benefits administration, OMERS pension administration, HR analytics, budgeting, and costing is preferred.
Knowledge, Skills, Abilities & Competencies
- Advanced proficiency with Microsoft Office applications, particularly Excel, Word, Outlook, and reporting tools; experience with UKG, HRIS systems, payroll systems, and financial systems is considered an asset.
- Strong knowledge of compensation administration, salary planning, job evaluation, pay equity, benefits administration, pension administration, HRIS data integrity, payroll processes, and HR reporting.
- Sound understanding of applicable employment, labour, workplace safety, privacy, pay equity, pension, benefits, and municipal legislative requirements in Ontario.
- Strong numerical, analytical, research, and problem-solving skills, with meticulous attention to detail and a high degree of accuracy and reliability.
- Ability to interpret collective agreements, policies, procedures, benefit plan provisions, salary grids, pension rules, and legislative requirements.
- Excellent written and verbal communication skills, including the ability to prepare reports, briefing materials, employee communications, statistical summaries, and recommendations.
- Demonstrated ability to provide confidential advice and support to managers, employees, unions, external service providers, government agencies, and internal partners.
- Strong organizational and time-management skills, with the ability to manage competing priorities, meet deadlines, and respond to non-routine or sensitive matters.
- Commitment to continuous improvement, customer service, confidentiality, data accuracy, and effective working relationships across the organization.
SUMMARY OF POSITION RESPONSIBILITIES:
Activity 1: Benefits and Pension Administration (approximately 30%)
- Administer employee benefit programs, including health, dental, life, AD&D, LTD, and Employee Assistance Program coverage.
- Enroll new employees in benefit plans; process employee changes, terminations, leaves, and related benefit adjustments.
- Provide advice to employees and managers regarding benefit provisions, eligibility, plan changes, and related issues; liaise with brokers, carriers, and external providers to resolve matters.
- Act as administrator for the Ontario Municipal Employees Retirement System (OMERS), including employee enrolment, maintenance of employee information, leave administration, annual reporting, and completion of required OMERS documentation.
- Audit monthly and annual benefit and pension remittances and reconciliations completed by Payroll, and follow up on discrepancies.
- Maintain current knowledge of applicable legislation, County policies, benefit programs, pension requirements, and collective agreement provisions.
- Communicate benefit and pension changes to employees and coordinate information sessions as required.
- Administer benefit and pension contributions and receivables for employees on approved leaves of absence.
- Back up to Health and Safety Disability Coordinator
- Maintain current costing of benefits and pension programs and prepare reports and statistics for management.
Activity 2: Compensation Administration (approximately 30%)
- Participate in compensation and benefits surveys and undertake market research, data analysis, and benchmarking as assigned.
- Coordinate and support non-union and union pay equity processes, maintenance reviews, and related documentation.
- Support job evaluation processes, including review of new or changed positions prior to posting to determine appropriate wage or salary classification.
- Maintain and update salary planning and compensation data for budget development, year-end forecasts, and in-year projections.
- Prepare and analyze salary and benefit data, including quarterly variance reports for Directors and managers.
- Generate reports and analysis to support Finance, Payroll, and Ministry or statutory reporting requirements related to staffing, compensation, and benefits.
- Work with Finance and Payroll to investigate and resolve discrepancies in wage and benefit general ledger accounts.
- Support the Manager of Human Resources with costing, analysis, and recommendations for annual non-union compensation reporting to Council.
- Research, draft, and recommend compensation, job evaluation, salary administration, and related total rewards policies and procedures.
- Prepare costing for employee termination, settlement, bargaining, or other employment-related packages at the request of the Manager of Human Resources.
- Prepare compensation and benefit communication materials for employees and managers.
- Provide payroll support and back-up assistance if required.
Activity 3: HRIS Administration and Employee Records/Reports (approximately 25%)
- Maintain confidential employee records and HRIS data, ensuring accuracy, integrity, privacy, and audit readiness.
- Act as a subject matter resource for the County’s HRIS, including UKG modules and related HR systems; provide training and support to staff as required.
- Support HRIS process development, data governance, reporting, system configuration, testing, and periodic system modifications.
- Prepare scheduled and ad hoc workforce reports, including headcount, attendance, sick leave, performance review status, service and anniversary dates, overtime, vacation, banked time, benefits, compensation, and other HR metrics.
- Analyze HR data, identify trends or discrepancies, and provide summaries and recommendations to support decision-making.
- Maintain seniority lists and union billing reports for OPSEU, ONA, CUPE, and other applicable groups; work with unions and internal partners to resolve discrepancies.
- Drivers abstract checks for current employees.
- Produce and analyze attendance records for patterns and report usage statistics to the Manager of Human Resources.
- Support performance management administration and related HRIS reporting.
Activity 4: WSIB Administration (approximately 5%)
- Administer, analyze, and process Workplace Safety and Insurance Board records, claims, reports, and related documentation.
- Work with departments to support claim management, return-to-work, accommodation, and modified work tracking.
- Maintain tracking records for modified work and provide reports to the Manager of Human Resources.
- Audit and analyze WSIB accounts for discrepancies and work with WSIB, Finance, Payroll, and departments to resolve accounting or reporting issues.
- Prepare, analyze, and compile reports for actuarial review and review actuarial information with the Manager of Human Resources.
- Analyze WSIB accounts against year-to-date payments to support appropriate payroll accruals.
Activity 5: HR Consultant (approximately 10%)
- Participate in negotiation process, review collective agreement amendments prior to the printing thereof, provide costing/budget information for all collective bargaining.
- Assist HR Manager with projects and policy research/development.
- Support/advise managers ensuring adherence to established policy practices/ collective agreements.
