POSITION FUNCTION:
The Employment Counsellor & Job Developer is a dual role position responsible for supporting clients from intake through to sustainable employment. This role combines client centered case management with proactive employer engagement to achieve successful job attachment outcomes. The position assesses clients’ employability and financial needs, develops individualized action plans, and provides ongoing coaching and follow up. It also builds and maintains strong relationships with employers to create job opportunities, coordinates placements, and supports long term job retention. As a Subject Matter Expert (SME), this role provides guidance on WorkBC policies and systems, supports team members, contributes to continuous improvement strategies, and assists leadership in onboarding and service delivery excellence.
KEY DUTIES AND RESPONSIBILITIES:
- Assess potential clients’ program eligibility for the WorkBC program and refer ineligible clients to other appropriate community resources
- Interview clients and conduct a needs assessment (CNA) to understand their strengths, needs, abilities, skills, and other relevant employment-related factors to determine their employment readiness and service needs
- Develop and revise action plans for clients, collaborating with clients to agree on their objectives, services, activities, and tasks
- Support clients to develop a job search plan, complete their job search activities including job interview preparation, Skills enhancement, Work experience placement, Job retention and sustainment support
- Maintain excellent working knowledge of local labour market trends, community resources, the needs of job seekers and employers, and effective ways to bridge their respective needs
- Maintain an excellent working knowledge of local employment opportunities via cold calling, attending networking events, and engaging with local boards of trade, etc.
- Coordinate employer engagement events, such as job fairs, industry presentations, work site visits, etc.
- Secure placement opportunity for clients by screening them, referring resumes to employers, and following-up to ensure successful placement or to solicit feedback from employers
- Provide one-to-one job sustainment support to clients (services include on-the-job coaching, relaying employer feedback and/or work site visits)
- Work collaboratively with Employment Skills Facilitators to understanding clients’ needs and occupational goals and implement strategies to secure employment
- Share labour market insights and job opportunities with the team and Provide backup for team members when required
MINIMUM QUALIFICATIONS:
- A post-secondary degree, certificate or diploma in a relevant field (human resources management, career development, counselling, social work, psychology, adult education), or completion of course work in related fields, or 2 or more years of demonstrated experience in:
- Working with individuals with complex barriers and a broad range of cultural backgrounds
- Job coaching, counselling, or mentoring clients
- Conducting and interpreting clients’ needs assessments
- Implementing action plans and monitoring progress to help clients achieve sustainable employment
- Providing excellent customer service and resolving issues both in person and in a virtual service delivery environment
- Building partnerships with employers, community agencies and other stakeholders
- Current and satisfactory Criminal Record Check required
DESIRED SKILLS AND QUALIFICATIONS:
- Ability to manage a high volume caseload while meeting targets
- Strong organizational and time management abilities
- Able to build rapport with clients
- Excellent interpersonal and written communication skills
- Ability to work cooperatively in a team environment
- Proficiency in Microsoft Office suite, Teams, database software, and able to operate standard office equipment
- Excellent problem-solving, collaboration and organizational skills
- Tactful, discrete, diplomatic, patient, flexible and possesses cultural sensitivity and excellent judgment
BONUS SKILLS/CERTIFICATIONS:
- CCDP (Certified Career Development Practitioner) or RRP designation (or in progress) preferred
- Ability to speak a second language will be considered an asset
- Experience with Integrated Case Management (ICM) system will be considered an asset
- A valid Class 5 Driver’s License is preferred
COMPENSATION: $28.58 - $31.03 per hour
HOURS:
Full-time (35 hours per week), with responsibilities split equally between the Employment Counsellor (17.5 hours/week) and Job Developer (17.5 hours/week) roles. Monday to Friday and occasional Saturdays on a rotating basis. Fixed term position until March 31, 2027.
The successful candidate must be able to commute to the Cloverdale WorkBC Centre location at 202-17700 56th Ave. Surrey, British Columbia, V3S 1C7
