The Senior Data Analyst is responsible for supporting enterprise data management, migration, and governance initiatives as part of a large-scale Clinical Information System (CIS) transformation. Working closely with clinical, business, technical, and vendor stakeholders, this role will lead data analysis activities that support data migration, legacy system decommissioning, and long-term data retention strategies. The successful candidate will play a key role in ensuring the quality, integrity, consistency, and accessibility of healthcare data while contributing to data governance frameworks, migration planning, and operational excellence
- Lead the documentation, analysis, and prioritization of data retention requirements across healthcare applications and data domains.

Analyze legacy healthcare systems and recommend minimum viable datasets required for Clinical Information System (CIS) migration and long-term historical data access.

Develop and maintain data management plans to support application decommissioning and legacy data retention strategies.

Gather, validate, and document business and technical data requirements in collaboration with clinical, Health Information Management (HIM), compliance, IT, and vendor stakeholders.

Develop and maintain data inventories, including data classification, volume, sensitivity, and source system documentation.

Create and maintain source-to-target data mapping specifications to support enterprise data migration initiatives.

Develop data transformation specifications and collaborate with implementation partners to support data migration activities.

Define, document, and manage business-approved data cleansing rules, validation requirements, and data quality standards.

Perform data profiling, analysis, and validation activities to ensure the integrity, consistency, and accuracy of migrated data.

Support the development and implementation of enterprise master data management strategies for core datasets including patients, providers, and locations.

Develop documentation including data specifications, process flows, transformation rules, profiling methodologies, and migration artifacts.

Collaborate with project teams to establish data governance standards, data quality frameworks, and migration best practices.

Analyze complex data issues, identify root causes, and recommend practical solutions to support successful migration outcomes.

Support Data Management stream deliverables including Data Management Plans, Data Migration Frameworks, Legacy Data Management strategies, and Data Quality Frameworks.

Participate in project meetings, working groups, and stakeholder workshops to support planning, decision-making, and project execution.
- Bachelor's degree in Computer Science, Business Administration, Health Informatics, Information Management, or a related discipline, or an equivalent combination of education and experience.

Minimum 10 years of experience working within healthcare environments supporting health information systems, healthcare technology, or clinical applications.

Minimum 7 years of experience gathering and validating data requirements, extracting and profiling data, and developing detailed ETL or data transformation specifications.

Minimum 5 years of experience supporting large-scale Clinical Information System (CIS) data migration initiatives within Canadian hospital environments.

Experience supporting healthcare systems including Clinical Information Systems (CIS), Laboratory Information Systems (LIS), Radiology Information Systems (RIS), or equivalent clinical applications.

Demonstrated experience assessing, cleansing, transforming, and validating large healthcare datasets for migration, integration, or reporting initiatives.

Strong understanding of data governance principles, master data management, data quality management, and healthcare data standards.

Experience creating source-to-target mappings, data transformation specifications, and migration documentation.

Proficiency with SQL, Microsoft Excel, and Business Intelligence tools for data extraction, analysis, reporting, and visualization.

Experience collaborating with clinical, business, technical, and vendor stakeholders to define data requirements and migration strategies.

Strong analytical and problem-solving skills with the ability to resolve complex data quality and migration challenges.

Excellent documentation, communication, facilitation, and stakeholder management skills.

Experience working within Agile and large-scale enterprise project environments is considered an asset.

Previous experience working within the New Brunswick healthcare or technology environment is considered an asset.

Bilingualism (English and French) with the ability to facilitate meetings and workshops in both languages is required.
