Project Specialist:
Reporting to the President & CEO (or designate), the Project Specialist plans, coordinates, and delivers Thompson Regional Airport Authority (TRAA) capital projects across all TRAA own infrastructure, including the Thomspon Regional Airport (YTH) and Area_55.
Working alongside airport trades and external consultants, engineers and contractors, this role combines technical program management principles with a practical hands-on approach to program delivery. The Project Specialist is responsible for translating the President & CEO's capital program priorities into defined project scopes, schedules, and site logistics.
The Project Specialist provides the President & CEO with clear project status, issues, resource requirements, and recommendations, and takes on much of the field-level coordination and follow-through that keeps projects moving between decision points.
Responsibilities:
Supports Project Planning and Coordination
· Confirms the scope, schedule, budget, and quality requirements for assigned projects.
· Coordinates day-to-day field activities, task sequencing, and site logistics for assigned projects.
· Maintains accurate task lists, schedules, field notes, and status updates, and brings scheduling conflicts, delays, or emerging issues forward promptly.
· Assists in identifying material, equipment, and resource requirements and supports procurement and delivery coordination.
· Supports project budgeting and labour costing, tracking costs against approved budgets and flagging variances promptly.
Coordinates On-Site Project Execution
· Provides on-site coordination of contractors, trades, vendors, and internal staff working on assigned projects, confirming work aligns with approved scopes, drawings, and specifications.
· Conducts or supports site walkthroughs, inspections, and quality checks and documents deficiencies, progress, and outstanding items.
· Coordinates access, safety controls, and operational impacts with Airfield & Infrastructure, Terminal Operations, and Regulatory Programs to protect ongoing airport operations during project work.
· Supports testing, commissioning, and close-out activities, including punch-list tracking and confirmation that deficiencies are resolved.
Performs Hands-On Trade and Technical Work, as Required
· Performs qualified trade or technical work (such as plumbing, gas fitting, mechanical, electrical, power engineering, or other Red Seal or equivalent trade tasks) on TRAA projects and facilities, consistent with the incumbent's certification, licensing, and training.
· Balances hands-on trade work with coordination responsibilities based on project priorities, ensuring both are completed to a safe and professional standard.
· Identifies technical issues, constructability concerns, or code and regulatory requirements arising from field conditions and brings them to the President & CEO and relevant technical experts.
· Maintains tools, equipment, and materials used in trade work in accordance with TRAA safety, maintenance, and inventory standards.
Supports Procurement, Contractor, and Vendor Coordination
· In collaboration with Management, prepares requests technical specifications, scope of works for proposals and other invitation or public tender documents.
· Collects and leads the review process for tender documents and prepares a summary recommendation report for Management approval.
· Coordinates contractor and vendor schedules, deliveries, and performance on assigned projects.
· Documents contractor progress, issues, and deficiencies, and supports the President & CEO and Finance in tracking invoices, progress claims, and change requests.
· Reviews contractor and vendor invoices and progress claims against quoted pricing and completed work, flagging discrepancies for the President & CEO and Financial Officer.
· Coordinates routine communication with contractors, trades, and suppliers regarding site access, schedules, and daily requirements.
Supports Safety, Regulatory Compliance, and Operational Readiness
· Follows and reinforces TRAA safety procedures, Safety Management System requirements, and applicable Canadian Aviation Regulations while working on or near operational airport areas.
· Identifies and reports hazards, incidents, and unsafe conditions on project sites and takes immediate corrective action within delegated authority.
· Supports operational readiness activities such as training, documentation, and handover for completed projects, coordinating with affected departments.
· Coordinates access, security, and safety requirements for project work areas with Regulatory Programs and Airfield & Infrastructure.
Supports Team Coordination, Union Relations, and Future Growth
· Carries out assigned work in accordance with the applicable collective agreement, supporting a positive and constructive working relationship between TRAA and the union.
· May provide day-to-day task direction to assigned trades/labour support on specific projects, consistent with the scope of this in-scope position.
· May provides coaching and mentoring to trades staff and apprentices, supporting skill development and consistent work quality.
· Performs other related duties and special assignments as directed by the President & CEO.

· Problem Solving – Identifies practical field-level solutions to scheduling, technical, or site issues and knows when to escalate.
Qualifications
· Strong computer literacy and proficiency with Microsoft Office and the ability to learn TRAA's project-tracking, work-order, and documentation tools.
· Experience working on construction, maintenance, infrastructure, or facilities projects, ideally in an airport, industrial, municipal, or other regulated environment.
· Demonstrated experience coordinating field work, contractors, schedules, or site logistics.
· Experience with project budgeting, labour costing, and preparing management-level status or cost reports is considered a strong asset.
· Experience supervising, training, or mentoring trades staff or apprentices is considered an asset, particularly to support future team growth.
· Ability to read and interpret drawings, specifications, work orders, and basic project schedules.
· Strong organizational, communication, and documentation skills, with the ability to keep accurate field records and status updates.
· Ability to work in an environment of cultural respect and inclusivity, with values aligned to advancing principles of Indigenous reconciliation.
· Ability to work safely and effectively both independently and as part of a team, including alongside contractors and other trades.
· Ability and willingness to work on site in Thompson, Manitoba, including outdoors and in operational airport areas, with a flexible schedule as project needs require.
· Valid Manitoba Class 5 Driver's Licence, or equivalent, and the ability to obtain and maintain required airport security clearance, a Restricted Area Pass, and an Airside Vehicle Operator Permit, as required. in advancing principles of Indigenous reconciliation Membership in, or eligibility for membership in, the applicable bargaining unit, in accordance with TRAA's collective agreement.
· Journeyperson or Red Seal certification in a relevant trade (such as plumbing, gas fitting, electrical, HVAC/mechanical, power engineering, or carpentry), or substantial relevant technical/field experience, is preferred.
