Position Summary
The Manager of Human Resources provides strategic and operational leadership for all human resource functions at YWCA St. Thomas-Elgin. This position is responsible for developing and maintaining strong human resource systems that support recruitment, employee engagement, performance management, learning and development, workplace culture, equity, diversity and inclusion, and legislative compliance.
Working collaboratively with the Executive Director, Director of Finance, Director of Strategy & Operations, and Leadership Team, the Manager of Human Resources ensures employees are supported throughout the entire employment lifecycle—from recruitment and onboarding through professional development, performance management, and offboarding.
As YWCA continues to expand its programs, housing developments, and multi-site operations, this role is critical in building scalable HR systems that foster a positive, inclusive, trauma-informed, and high-performing workplace.
Key Responsibilities
1. Human Resources Leadership
- Lead the development, implementation, and continuous improvement of human resource policies, procedures, and best practices.
- Ensure compliance with the Employment Standards Act, Occupational Health and Safety Act, Human Rights Code, AODA, privacy legislation, and other applicable employment legislation.
- Provide strategic HR advice and guidance to managers and supervisors.
- Maintain accurate and confidential employee records and HR information systems.
2. Recruitment, Hiring & Onboarding
- Coordinate and manage all recruitment activities including job postings, interviews, reference checks, and employment offers.
- Prepare employment contracts and offer letters.
- Develop and maintain effective recruitment strategies that attract diverse and qualified candidates.
- Coordinate comprehensive onboarding and organizational orientation programs.
- Ensure new employees receive required training, policies, and compliance documentation.
- Coordinate volunteer recruitment, selection, onboarding and appreciation.
3. Employee Relations & Performance Management
- Coach managers in addressing employee performance concerns and workplace issues.
- Assist with performance improvement plans, disciplinary processes, investigations, and documentation.
- Support employee relations while promoting respectful workplace practices.
- Coordinate annual performance review processes and ensure timely completion across departments.
- Provide guidance during employee sick leaves, terminations, resignations, retirements, and exit interviews.
4. Learning, Development & Organizational Culture
- Lead organizational staff development initiatives that build leadership capacity and employee engagement.
- Coordinate mandatory organizational training, certifications, and professional development opportunities. Support cross departmental training.
- Maintain the organization's training management system, ensuring certifications and required learning remain current.
- Identify emerging training needs and support continuous learning across the organization.
- Promote a positive workplace culture that reflects YWCA values and trauma-informed leadership principles.
- Complete AODA Compliance Reports as required.
- Coordinate years of service annual recognition for Fall staff meeting
- Member of the Equity, Diversity and Inclusion Committee.
5. Equity, Diversity, Inclusion & Belonging
- Lead organizational Equity, Diversity, Inclusion, Accessibility, and Belonging (EDIAB) initiatives.
- Support the implementation of reconciliation commitments through culturally responsive HR practices.
- Review HR policies and practices through an equity lens.
- Coordinate staff learning opportunities related to anti-racism, Indigenous reconciliation, accessibility, and inclusion.
- Foster an organizational culture where all employees feel respected, valued, and supported.
6. Employee Benefits & Compensation Administration
- Administer employee benefit plans and act as liaison with benefit providers.
- Coordinate RRSP enrollment and administration.
- Support annual benefit renewals and employee communications.
- Assist with compensation administration and job classification reviews.
- Maintain employee leave records and HR documentation.
7. Workplace Health, Safety & Wellness
- Coordinate WSIB claims management, return-to-work planning, FAFs and accommodation processes.
- Support workplace wellness initiatives and employee wellbeing programs.
- Collaborate with the Joint Health and Safety Committee and leadership on health and safety initiatives.
- Document and report health and safety concerns presented by staff, volunteers or guests.
- Maintain JHSC documentation and file for staff to access.
- Ensure quarterly workplace inspections for health and safety are completed by JHSC and file e-reports.
- Monitor trends related to absenteeism, workplace injuries, and employee wellness.
- Review legislative changes related to health and safety and report to ED, recommend policy changes and implement practices.
- Maintain and update health and safety notice board.
- Ensure YWCA is in accordance with requirements for staff first aid/CPR, AED training and health and safety training.
- Maintain inventory of safety data sheets.
8. Human Resources Administration
- Maintain secure electronic personnel filing systems and confidential HR records.
- Oversee Human Resource Information Management System on Citation – set up profiles, assign training, track incomplete assignments, update library of documents, de-activate employees.
- Coordinate records retention, including secure shredding in accordance with legislative and organizational requirements.
- Develop standardized HR forms, templates, and documentation.
- Prepare HR reports, workforce metrics (retention), and organizational statistics to support leadership decision-making.
- Maintain employee documentation, certifications, and compliance records.
Leadership & Collaboration
- Serve as an active member of the Leadership Team.
- Build collaborative relationships across all departments.
- Support organizational change initiatives and continuous improvement.
- Model YWCA's feminist, equity-driven, trauma-informed leadership philosophy.
- Contribute to strategic planning and organizational growth initiatives.
Qualifications
- Post-secondary education in Human Resources Management, Business Administration, Labour Relations, or a related field.
- Certified Human Resources Professional (CHRP) designation or working toward designation is considered an asset.
- Minimum five years of progressive human resources experience.
- Experience in the nonprofit or broader public sector is considered an asset.
- Experience supporting multi-site organizations is preferred.
- Strong understanding of Ontario employment legislation and HR best practices.

Working Conditions
- Multi-site work environment with occasional travel between YWCA locations.
- Occasional evening or weekend work may be required.
- Frequent computer-based work with prolonged periods of sitting.

Pay: $26.50-$30.00 per hour
