ACCOUNTABILITIES
Reporting to the Director, Infrastructure and Development this role provides overall management of the capital projects program which contributes to the overall success of SJIAA. You will also play a pivotal role in shaping and executing the strategic vision for capital projects within our organization. The Manager works closely with the Director, particularly on strategically significant projects, supporting areas such as procurement strategy, Request for Proposal (RFP) development, design progression, and project governance, while maintaining overall accountability for delivery.
You will coordinate the planning, design and construction of both the minor and major capital project development. This position focuses on project management, in conjunction with architects, engineers, professional consultants and sponsors, from the concept of business needs to operational execution.
KEY ACCOUNTABILITIES INCLUDE:
- Manage the entire project lifecycle, including project development (economic and business case justification and review of alternatives, as applicable), planning, engineering, procurement, scheduling, construction, commissioning, and closeout.
- Participate in consultant selection and is the primary negotiator for SJIAA with respect to consultant fees while verifying that the consultant has met the requirements of the scope of work and controls against unwanted extra work (“scope creep”)
- Plan, organize and deliver the activities related to Construction Tenders by ensuring supply chain best practices, and then manages the construction through all phases of the project, including quality control of materials and construction methods
- Identify potential risks during projects and implement risk management plans
- Responsible for all components of the project’s Regulatory Governance, including managing project scope and justification, financial performance, cost controls, as applicable
- Act as the central point of contact for all information distribution regarding a project including extensive communication with the numerous project partners and participants (i.e. regulatory agencies, government, emergency response and internal departments) that may be affected by specific project activities
- Work closely with Airport Operations to ensure detailed operational plans & schedules are prepared, communicated and managed
- Responsible for safety, that of co-workers, and those under your direction, including contractors, by observing and ensuring compliance with all Occupational Health and Safety Rules and Regulations.
- Accountable for environmental performance as it relates to the environment management system processes and initiatives.
- Integrate risk management practices into project planning and execution.
IDEAL QUALIFICATIONS
- Bachelor's degree in technology, engineering, architecture or a related field and/or applicable demonstrated experience.
- Minimum of five (5) years of experience in a senior project management role, with a track record of successful major project delivery, from their initial identification stages through to final project completion.
- Project Management Professional designation (PMP) is considered an asset.
- In-depth knowledge of construction project management methodologies, tools, and best practices.
- An equivalent combination of education and experience may be considered;
- Fully conversant with MS Office software (Outlook, Word, Excel, PowerPoint, MS Project)
- Ability to collaborate with cross-functional teams of colleagues, other leaders, and employees, and the ability to independently accomplish tasks and assignments
- Excellent planning, time management skills and the ability to prioritize workloads effectively
- Strong leadership, analytical and communication skills
- Must obtain and maintain a valid Restricted Area Identification Card (RAIC)
