Referrals Coordinator
The Tsartlip First Nation is pleased to invite applicants to apply to the permanent, full-time Referrals Coordinator position.
The Referrals Coordinator coordinates referral files on behalf of WJOȽEȽP, ensuring accurate, timely, and culturally appropriate communication with senior political and administrative leadership, proponents, and internal teams. The position maintains the First Nation's referrals tracking system and communication records, drafts and coordinates correspondence, and supports consistency, transparency, and accountability across all referral-related activity.
The Referrals Coordinator operates under the direct supervision of the Director, Intergovernmental relations and Negotiations.

The salary range for this position is $68,000 - $75,000 per annum.
Key Responsibilities
· Receives, reviews, records, prioritizes, and coordinates referrals, permits, licences, tenure applications, development proposals, environmental assessments, and other regulatory submissions that may affect Tsartlip First Nation's Aboriginal rights, title, interests, treaty rights, traditional territory, lands, waters, cultural heritage, and natural resources;
· Conducts preliminary assessments of referral applications to identify potential impacts, determine consultation requirements, identify issues requiring technical review, and ensure referrals are assigned and processed in accordance with organizational priorities, legislation, and established procedures;
· Coordinates the referral review process by obtaining input from internal departments, technical advisors, consultants, Knowledge Keepers, Elders, community members, and leadership, ensuring all comments and recommendations are received within established timelines;
· Serves as the primary administrative contact with proponents, government agencies, municipalities, consultants, regulatory authorities, and other external stakeholders regarding referral matters, requests for information, project updates, consultation activities, and referral responses;
· Develops and maintains respectful, collaborative, and professional relationships with external organizations and stakeholders while ensuring Tsartlip First Nation's interests, priorities, rights, and positions are accurately communicated and appropriately represented;
· Coordinates communication between the Intergovernmental Relations Department, Chief and Council, senior leadership, internal departments, and external stakeholders to facilitate timely review and decision-making;
· Prepares referral summaries, briefing notes, recommendation reports, presentations, correspondence, and decision packages for review by the Director, Chief and Council, and other decision-makers;
· Drafts, reviews, edits, and distributes professional correspondence, referral responses, reports, briefing materials, meeting records, agreements, and other documents while ensuring consistency, accuracy, confidentiality, and organizational standards are maintained;
· Maintains the referrals management and tracking system by recording referrals, correspondence, decisions, deadlines, consultation activities, technical reviews, and supporting documentation, ensuring all records are accurate, complete, current, and auditable;
· Maintains comprehensive electronic and physical filing systems for referral files, correspondence, permits, agreements, reports, maps, and supporting documentation in accordance with organizational records management practices, privacy legislation, and information governance requirements;
· Monitors referral timelines, statutory deadlines, consultation periods, internal review schedules, and project milestones, ensuring referrals are processed efficiently and responses are submitted within required timeframes;
· Follows up with internal reviewers, consultants, proponents, government agencies, and regulatory bodies to obtain additional information, technical reports, revised project documentation, or outstanding comments necessary to complete referral reviews;
· Assists in reviewing proposed developments, permits, policies, plans, legislation, and land or resource management initiatives to identify potential implications for Tsartlip First Nation's Aboriginal rights, title, interests, cultural values, and community priorities, and prepares summaries and recommendations for leadership consideration.
Education and Experience
· Grade 12 graduation (Dogwood or BC Adult Graduation Diploma) preferred; and
· Experience working with a First Nation organization;
· Post-secondary training in a diploma program or undergraduate degree in a related field such as Geographic Information Systems (GIS), Indigenous Studies, Natural Resources, Environmental management, or related field is an asset;
· Basic understanding of provincial and federal regulatory processes related to resource management and the crown consultation process;
· Experience creating documents in Word and Excel an asset;
· Valid Class 5 BC drivers license;
· Reliable vehicle and clean drivers abstract an asset;
· Clean criminal record check required.
