Manager of Business Strategy and Improvement

Reporting to the Chief Administrative Officer, the Manager, Business Strategy and Improvement will provide corporate leadership for business planning, service modernization, continuous improvement, customer experience, digital transformation, corporate communications, grant/strategic funding coordination.
The position is responsible for advancing a resident-centred, data-informed and business-minded municipal operating model. The Manager leads cross-departmental initiatives that simplify work, improve service quality, reduce process friction, strengthen accountability, support growth-related service planning, improve organizational performance and align corporate resources with Council and community priorities.
The position supervises the Communications, Digital Transformation, Customer Service and coordinates contracted or consultant-supported grants and strategy work.
Duties and Responsibilities
- Leads the day-to-day operations of the Business Strategy and Improvement portfolio, including Communications, Digital Transformation, Customer Service, and contracted or consultant-supported grants and strategy functions.
- Provides strategic advice to the CAO, senior leadership and departments on business improvement, digital service delivery, customer experience, communications, public engagement, organizational effectiveness, modernization and risk-informed implementation.
- Leads the development, implementation and continuous improvement of corporate business improvement initiatives.
- Supports implementation of the Town’s strategic plan by translating Council and corporate priorities into work plans, project charters, business cases, implementation plans, service level reviews, performance measures, dashboards, status reports and accountability tools.
- Designs and implements performance measurement and management reporting frameworks.
- Oversees the Town’s customer service function, digital transformation initiatives, corporate communications and engagement practices.
- Prepares and presents reports, briefing notes, business cases, presentations, dashboards and recommendations for senior management, Council, committees, staff teams, community groups and external partners as required.
- Manages assigned operating and project budgets, including budget preparation, monitoring revenues and expenditures, approving expenditures within delegated authority, and recommending corrective action or reallocations.
Key Competencies and Qualifications
- Bachelor of Business Administration degree from a recognized University or equivalent.
- Post-graduate studies in Business and/or Public Administration and Management Studies preferred.
- Seven (7) years of related experience leading service reviews, Customer Service Modernization, digital transformation, strategic planning implementation, public communications, grant coordination and cross-departmental change initiatives in a municipal or public-sector environment, preferably in a growing community, with at least 2 of those years in a supervisory, team leadership or project leadership role.
- Thorough working knowledge of municipal government functions, Council/committee processes, corporate strategy, public administration, customer service delivery, communications, public engagement, digital transformation and service modernization.
- Strong interpersonal, communication and relationship-management skills, with the ability to collaborate, influence and build alignment across stakeholders. Strong understanding of continuous improvement, business process redesign, service review methodology, project management, change management, performance measurement and implementation discipline.
- Ability to think strategically and commercially while respecting the public interest, statutory obligations, transparency, accountability and not-for-profit municipal service values.
- Commitment to promoting a culture of inclusiveness and serving a diverse population of employees, agencies and the public.
- Demonstrated proficiency with information technology including Microsoft Office Suite.
- Availability to attend evening and/or weekend meetings or other events as required.
- Ability to provide a satisfactory Criminal Record and Judicial Matters Check upon hire.
The position offers a salary range of $126,223 to $153,425 (2026 rates) based on a 35 hour workweek plus a competitive benefit package and an option for flexible work arrangements.
