About the Opportunity:
Reporting to Manager, Business Analysis Services, this role provides business systems analysis services by mapping the ongoing business and technology needs consistent with CLBC's Strategic Plan. The position promotes appropriate application of IT solutions to address business problems and undertakes comprehensive needs assessment and analysis of complex business requirements.
Key responsibilities:

Conducts business needs assessments, data collection, and technology options in collaboration with the Technical Architect and Application Architect

Translates business needs into detailed functional and technical specifications
-
Ensures business requirements and priorities are understood and met throughout the software development life cycle (e.g. change management, problem resolution, acceptance testing, implementation, and post implementation reviews)

Develops ideas, concepts and recommendations that are clear and easily understood
-
Resolves and responds to issues and situations to ensure new and modified systems that meet the needs of CLBC
-
Develops enduser enablement materials (e.g., job aids, quick reference guides, demo scripts) and supports training sessions to promote adoption and effective use of new and enhanced systems.

Analyzes complex problems, situations, and issues; elicits and documents complete, accurate requirements using appropriate techniques

Draws sound, evidencebased conclusions and recommends practical courses of action using innovation, creativity, sound research, good judgment, and strategic thinking

Understands and anticipates the impact of services and changes across CLBC and partner organizations

Communicates, both orally and in writing, by providing and obtaining information of a complex, technical or sensitive nature, effectively, clearly, correctly, concisely, completely, logically, in a timely manner

Conducts effective and objective interviews with individuals at all levels of the organization, to obtain accurate, complete, and relevant information, while maintaining confidentiality

Establishes and maintains productive working relationships with diverse teams and work groups, within CLBC to achieve group and organizational goals
What you will bring:
-
Minimum of 5 years' direct experience in Business Systems Analysis
-
A bachelor's degree in computer science, Information Systems, or related field; OR an equivalent combination of education and 5-8 years of experience in senior role responsible for business analysis with software development, data modeling, and functional flow diagrams

A relevant designation in Agile/Scrum or PMI is an asset
-
Direct experience in Requirements Lifecyle Management, Enterprise System Implementation and Business Process Modelling
-
Experience in a public sector organization is an asset
We are also looking for:

Knowledge of SDLC and Agile (Scrum/Kanban) practices

Expertise in business process mapping, business requirements gathering, and use case development

Strong knowledge in developing performance indicators and analytics

Ability to communicate across all levels and resolve conflicts with confidence, tact, and diplomacy for positive outcomes

Sound organizational and time management skills

Ability to translate business needs into clear, testable requirements and user stories

Proficiency in process modeling, workflow design, and requirements documentation

Strong analytical and problem-solving skills with the ability to lead structured analysis engagements

Excellent communication and relationship building skills, both verbally and in writing

Strong organizational skills and the ability to handle working in a dynamic environment, adapting to changing priorities and deadlines, emerging issues, and competing demands
