Reporting to the Senior Manager of Digital Transformation, the Sr. Business Analyst will act as the technical liaison and consultant for the Technology and Innovation Services division.
The Sr. Business Analyst is responsible for supporting the successful delivery of projects and process improvement initiatives by understanding business objectives, clarifying requirements, coordinating stakeholders, supporting project planning and execution, and ensuring deliverables align with the desired vision and end state. This role focuses on both the project and the solution, and is responsible for working with business partners in consultation with other TIS staff to determine requirements, develop project and process documentation, apply an appropriate level of rigour to evaluate and implement corporate technologies and business improvements, and support outcomes that meet business needs and are compatible with the corporate application, data, and technology architecture.
Using strong business analysis, project management, and process improvement knowledge, the Sr. Business Analyst works on and supports various medium to large transformation projects across a number of work streams, contributing to project artifacts, testing, training, change management, and continuous improvement activities.
Duties for this progressive role include, but are not limited to:
Acting as a liaison between business units, stakeholders, vendors, and TIS to support strategic initiatives from concept to implementation while ensuring service excellence and strong stakeholder engagement.
Executing on business analysis and project plan activities, including gathering, documenting, reviewing, analyzing, and refining user requirements, business processes, and solution needs.
Eliciting and translating information from subject matter experts into formalized documentation such as business process flows, requirements traceability matrices, business requirements documents, test cases, training materials, and standard operating procedures.
Working closely with business partners, process experts, vendors, technical architects, subject matter experts, and TIS staff to support the documentation, design, development, and implementation of solutions that meet user, business, and project requirements.
Supporting project definition, planning, execution, and monitoring through the development and maintenance of project tools and documentation such as schedules, budgets, RAID logs, stakeholder analyses, status reports, financial updates, and statements of work.
Taking a proactive approach to analyzing, researching, and collecting data to identify process improvement opportunities, inform project decisions, develop recommendations, and support continuous improvement practices that enhance service delivery and business value.
Developing and supporting quality assurance and user acceptance testing activities, including preparing test plans, test cases, test data, verification checklists, documenting results, and escalating issues as appropriate.
Supporting organizational change by incorporating change management practices into project delivery, helping stakeholders manage requirement and project changes, and partnering with subject matter experts to support successful adoption.
Developing and delivering end-user training, training plans, and support materials such as quick reference guides, procedures, and other documentation to support implementation and transition activities.
Staying current on trends, tools, and best practices in project management, business analysis, IT service management, change management, and municipal service delivery to support innovation and improved project outcomes.

As the successful applicant, you must possess:
University degree in Business Administration, Engineering, Computer Science, Management Information Systems, or a related discipline, or an equivalent combination of education and experience.
A minimum of seven (7) years of progressively responsible experience providing business analysis and project support for multi-departmental initiatives and projects in an complex enterprise technology environment.
Certification as a Certified Business Analysis Professional (CBAP), Certification of Competency in Business Analysis (CCBA), or PMI Professional in Business Analysis (PMI-PBA) is highly preferred.
Project Management Professional (PMP) certification from the Project Management Institute, or Certified Associate in Project Management (CAPM) certification would be considered an asset
Certification in ITIL 4 Foundation is desirable.
Experience applying project management, business analysis, and documentation tools and methodologies throughout the lifecycle of projects and initiatives, including requirements, process maps, testing documentation, training materials, and status reporting.
Experience utilizing Lean process improvement methodologies; Yellow Belt or Green Belt certification would be considered an asset.
Knowledge of organizational change management principles and methodologies; Prosci certification would be considered an asset.
Strong research, analytical, problem-solving, communication, facilitation, and stakeholder engagement skills, with the ability to translate complex information for both technical and non-technical audiences.
Ability to work independently and collaboratively while managing multiple competing priorities, deadlines, and changing business needs in a fast-paced, highly technical environment.
Advanced level of computer proficiency using Microsoft Office applications including Outlook, Word, Excel, PowerPoint, and OneNote, with familiarity in Microsoft 365 tools such as OneDrive, SharePoint, and Teams considered an asset.
Familiarity with diagramming and visualization tools such as Microsoft Visio or similar applications would be considered an asset.
Experience working with a variety of project delivery approaches such as Agile, Scrum, Kanban, Lean, and Waterfall.
Exceptional written and verbal communication skills and demonstrated ability to build and maintain effective professional relationships across the organization.
