Job Summary
Reporting directly to the Finance Controller, the Finance Manager is an integral part of the Finance team. Working closely with finance team, Managers and General Manager, this position is responsible for the development and provision of accurate, timely and appropriate financial data to allow efficient completion of financial and operational reports to management and staff within the organization as well as various government departments and agencies.
Job Description – Roles and Responsibilities
Essential Job Functions:
1. Program Support and Administration
§ Participates in Financial Services strategic planning and goal setting.
§ Provide assistance in the development of policies governing finance, information management and purchasing.
§ Prepare monthly financial reports for the Finance Controller’s review.
§ Communicate all financial information and data to the Finance Controller to ensure accurate decision making for the organization.
§ Establish/maintain effective team relationships with all programs.
§ Provide guidance to administrative staff who are responsible for the collection of accounting data, e.g.: processing purchase order requests, supplier invoices, payroll data entry of time sheets and required information for payroll processing.
2. Financial Statements and Accounts Management
§ Accountable for the analysis, planning, organization and coordination of the accounting systems process including Accounts Payable, Accounts Receivable and billing, capital asset accounting and General Ledger.
§ Reconcile the required asset and liability accounts monthly and prepare any adjusting journal entries.
§ Manage the capital asset module and maintain the spreadsheet to track all the assets of the organization, purchases, disposal and depreciation.
§ Check the accounts payable data entry for accuracy, e.g. coding, ensure vendor, invoice amount and date and other required information is correct.
§ Prepare monthly financial statements for presentation to the Management.
§ Assist in the preparation of external audit working papers such as account reconciliation and analysis.
§ Prepare journal entries and other supporting documents as required through the review and analysis performed on accounts.
§ Prepare monthly bank reconciliations, review statements, prepare regular budget and variance analysis and investigate any variances that require examination.
3. Budgets
Prepare and manage project budgets and forecast, monitor project costs, expenditure and profitability.
§ Review the budgets regularly and report variances to ensure the budgets agree to the allocated funding.
§ Review operating results with Program Managers and ensure that expenditure meets program requirements and budgets.
§ Check coding and calculations for accuracy.
§ In collaboration with the Finance Controller, preparation of the financial budgets for fiscal year.
4. Payroll and Human Resource Support
§ Responsible for managing payroll operations including tracking, monitoring and submitting forms required by government agencies, annual preparation and processing of T4’s, and all other payroll related requirements.
§ Review new hires and terminations to ensure accuracy, track hours for vacation/sick, determine the payout and process the inputs with payroll.
§ Review the statutory holiday pay for accuracy in payroll.
§ Reconcile T4s at yearend and determine any reimbursable portion of the employment income.

5. Other
§ Participate in professional activities and maintain professional affiliations to keep abreast of current trends and changes in legislation in both financial and administrative fields.
§ Work within internal financial control systems.
§ Maintain professional program standards with the finance program.
§ Adhere to policies, controls and regulations that must be maintained as per GAAP (generally accepted accounting principles), funding agreements, and other federal and provincial legislation.
§ Motivated to continually evaluate, improve, and adapt the current financial systems in response to the ever-changing dynamics, needs and growth of the organization.
§ Perform other related duties as they relate to the effective and efficient financial management of the organization as directed by the Finance Controller.
Job Qualifications (Knowledge, Skills, Experience)
Education:
- Bachelor’s Degree majoring in Finance or Accounting is required.
- Professional designation (CPA, CA, CMA, CGA) preferred.
Experience:
- Three to five years’ experience in accounts management and fund accounting as well as a minimum of two years supervisory experience;
- Demonstrated leadership qualities and/or experience with working in a First Nations organization are desirable.
Knowledge and Skills:
. The incumbent must have proficient knowledge in the following areas:

- Ability to work under pressure and to meet deadlines.
- Superior written and oral communication skills, excellent interpersonal, problem solving, public relations and personal management skills.
- Advance proficiency with Quick Books.
- Extensive knowledge of GAPP and fund accounting
- Experience working with First Nations organizations is a definite asset.
- Computer literacy, including effective working skills of MS Word, Excel, PowerPoint and e-mail.
- Ability to work with key stakeholders and to work as a team player.
