Director of Health, Safety & Environment
Holland Power Services Inc., a subsidiary of Alectra Inc., is a leading power line restoration company in North America with operations in New Brunswick, Ontario, Quebec, and New England.
As a rapidly growing organization, we are looking for an experienced, hands-on leader to advance our health, safety, and environment (HS&E) functions, ensuring the safety and well-being of our workforce while fostering a strong safety culture and protecting the environment.
Position Overview
Reporting to the senior leadership team, the Director of Health, Safety & Environment (HS&E)will be responsible for leading HS&E functions across the organization. The Senior Director will work closely with Operations, Project Services, Human Resources, and senior leadership, playing a pivotal role in leading, delivering, supporting, and sustaining HS&E initiatives.
The role will ensure compliance with regulations, develop and deliver risk mitigation strategies, advance our safety maturity, and foster a safety-first culture throughout our rapidly growing organization. The successful candidate will provide strategic leadership for both corporate and operational safety programs while supporting business growth and operational excellence.
Key Responsibilities
Leadership
- Provide hands-on strategic leadership, direction, and coaching to HS&E personnel.
- Promote a culture of safety and environmental stewardship throughout the company.
- Provide guidance and support to management and employees on adherence to the Company's HS&E Management System.
- Establish and execute HS&E improvement plans and goals.
- Serve as the organization's senior safety leader and trusted advisor to the President and senior leadership team.
Policies and Procedures
- Develop, implement, monitor, and report on HS&E policies, processes, and procedures as required.
- Monitor and assess compliance with internal HS&E practices and policies.
- Lead continuous improvement initiatives to strengthen safety performance and organizational
effectiveness.
Compliance and Regulation
- Stay abreast of industry regulations and standards to ensure company-wide compliance.
- Conduct or ensure regular audits and inspections are completed on sites to assess compliance with regulations and identify areas for improvement.
- Maintain effective relationships with regulatory agencies and industry stakeholders.
Training and Development
- Ensure employees are receiving or completing required HS&E training.
- Develop and/or deliver HS&E training programs for employees at all levels where required.
- Facilitate or ensure that safety meetings are being conducted to address concerns, share best practices, and reinforce safety protocols.
Incident Investigation
- Lead or support investigations into HS&E incidents and near misses, identifying root causes and implementing corrective actions.
- Maintain detailed records of incidents and corrective actions taken.
- Analyze incident trends and develop proactive risk reduction strategies.
Emergency Preparedness
- Develop and implement emergency response plans to ensure the safety and well-being of employees in the event of incidents or disasters.
- Conduct regular drills and simulations to test the effectiveness of emergency plans.
Communication
- Ensure HS&E policies, procedures, processes, and standards are effectively communicated to employees and contractors.
- Drive alignment of HS&E practices across all divisions and departments.
- Collaborate with management to develop and implement HS&E communication strategies.
- Represent the company as required and interface with external stakeholders or regulatory bodies on HS&E-related matters.
- Report on HS&E metrics and improvement initiatives to senior management and employees.
Qualifications

Post-secondary education in a related field (Engineering, Occupational Health and Safety, Environmental Science, Construction Management, Business Administration, or equivalent).
- Minimum 15 years of progressive experience in health, safety, and environmental leadership roles.
- Proven experience working in a senior health and safety leadership position, preferably within a power line restoration, utility, construction, infrastructure, or related industry.
- Demonstrated experience leading enterprise-wide safety programs across multiple locations and jurisdictions.
- Strong knowledge of applicable HS&E regulations, standards, and management systems.
- Demonstrated success driving safety culture improvements and organizational change initiatives.
- Strong communication, leadership, and interpersonal skills.
- Experience advising executive leadership teams on risk management, compliance, and safety strategy.
- Experience leading health, safety, and environmental programs within a utility, powerline construction, electrical infrastructure, or storm response organization is considered a significant asset.
- Journeyperson Power Line Technician (PLT) certification and/or extensive experience supporting utility line operations, powerline construction, and storm restoration activities is considered a strong asset.
- Certification in Occupational Health and Safety (CRSP, CSP, CUSP, CSO, or equivalent) is strongly preferred.
This position also requires candidates to:
- Have and maintain a valid driver's license and provide a driver's abstract (record) for review.
- Have and maintain a valid passport and remain legally able to travel internationally.
- Travel to other company locations or work locations for temporary assignments, meetings, site reviews, training, and operational support (estimated to be approximately 25-35% of work schedule).
Work Location
The preferred location for the successful candidate is the corporate headquarters in Fredericton (Hanwell), NB. However, consideration may be given to alternative work arrangements that would require the candidate to be in Fredericton on a periodic basis.
Compensation
Salary Range: $115,000–$135,000 annually. Salary will be commensurate with the successful candidate's qualifications, experience, and demonstrated abilities.
