JOB SUMMARY:
In charge of regulatory compliance for drinking water quality and environmental management systems and manages data and compliance matters related to Water and Wastewater services. Additionally, provide administrative assistance in support of all activities required for the Mississaugas of Scugog Island First Nation Water and Wastewater systems.
ESSENTIAL FUNCTIONS:
- Develops, maintains, and oversees the Drinking Water Quality Management System (DWQMS) and environmental management systems for water and wastewater, ensuring compliance with all applicable legislation and continuous improvement
- Coordinates and leads internal and external audits for quality management systems, ensuring adherence to best practices, policies, and regulatory requirements
- Monitors and reports on legislative and policy changes from various government levels, identifying potential implications and recommending solutions
- Assists with the development and implementation of action plans addressing audit findings and non conformances and helps ensure all personnel are informed of relevant regulatory requirements
- Oversees system documentation, ensuring Water Operations Plans, procedures, and protocols are current, and manages data input into regulatory databases such as Health Canada Water Trax
- Coordinates and maintains training, licensing, and certification records for Water/Wastewater staff, and assists with organizing related training and education programs
- Manages quality assurance activities, implements process improvements, and conducts benchmarking to support continuous improvement in water and wastewater services
- Prepares and compiles required reports, technical summaries, memos, and documentation for compliance inspections and strategic initiatives, ensuring effective information management
- Acts as a liaison with regulatory bodies (e.g., MECP, Health Canada) and local municipalities, coordinates responses to regulatory issues, investigates special projects, and resolves sensitive customer complaints
- Participates in committees, meetings, task forces, and special projects to support departmental objectives and foster stakeholder collaboration
- Conducts extensive research, compiles research packages, and produces briefing notes for the Water/Wastewater Manager to support informed decision-making
- Assists with the completion of funding forms, applications, RFPs, RFQs, and supports the Water/Wastewater Manager in securing resources for the department
- Develops, maintains, and updates a comprehensive records management system for department documents (e.g., policies, SOPs, contracts, permits, licenses, and invoices) using both computerized and manual filing methods, in line with established procedures
MINIMUM QUALIFICATIONS:
- College Diploma in Environmental Science, Engineering Technology, or a related discipline
- Water Quality Compliance - Walkerton Clean Water Centre
- Drinking Water Quality Management Standard (DWQMS) - Walkerton Clean Water Centre
- 3 years of work-related experience, 5 years total work experience or equivalent training and experience as determined by the hiring committee
SPECIALIZATIONS REQUIRED:
- CPIC is acceptable upon a conditional offer
- Knowledge and understanding of Indigenous culture, traditions, teachings, and community dynamics
- Demonstrated working knowledge of Drinking Water Quality Management System (DWQMS), including tracking Quality Management System compliance schedules, developing regulatory-compliant forms, conducting research and performing information analysis to support Quality Management System objectives
- Excellent knowledge of computers; ability to use word processing, spreadsheet and software (e.g. Microsoft Outlook, Word, Excel, Power Point, Internet, CMMS)
- Excellent knowledge of office administration, procedures and processes
- Demonstrated time-management and organizational skills
- Excellent communication skills, both written and verbal
CONSIDERED AN ASSET:
- Bachelor’s Degree in Arts/Sciences (BA/BS) Environmental Science, Engineering Technology, or a related discipline
Pay: $35.48-$40.59 per hour
