MINIMUM FORMAL EDUCATION/TRAINING:
- University degree or college diploma in a related discipline, or equivalent experience and education is required.
- PMI-PMP or PMI-PfMP is required.
EXPERIENCE:
- Minimum 10 years of experience in project management, including advanced project planning, execution, risk management governance, and delivery capabilities is required.
- Minimum 10 years of proven people management experience, leading, developing, and managing staff, including performance management, workforce planning and coaching required.
- Minimum 5 years of experience in IT portfolio planning and management is required.
- Minimum 5 years of experience leading IT governance and PMO frameworks including establishing standards and consistent project delivery practices is required.
- Minimum 5 years of experience with project financial management including budgeting and forecasting, and resource allocation is required.
- Minimum 5 years of experience establishing and managing a unit budget, including planning, forecasting, and variance analysis is required.
- Minimum 5 years of experience managing IT vendor relationships and contracts, including RFP/RFI processes, vendor selection, performance monitoring, and service level management across complex project portfolios is required.
- Minimum 5 years of experience overseeing vendor governance frameworks, including contract compliance, risk management, and alignment with organizational procurement and regulatory requirements is required.
- Minimum 5 years of experience in strategic resource allocation across project portfolios, ensuring optimal utilization of PMO staff and shared resources, effective prioritization of initiatives, and alignment with organizational objectives is required.

- Must have demonstrated project and program management skills including planning, execution and monitoring, governance, risk management and delivery capabilities.
- Must have demonstrated portfolio management experience.

Management of the PMO and IT Portfolio Management Unit
- Provide expert Project and Portfolio Management advisory services and act as the lead consultant on project and program management principles and methodologies, supporting programs and projects in the effective use of best practices.
- Establish, maintain, and continuously improve project management standards, processes, tools, and practices, ensuring alignment with institutional objectives and incorporation of lessons learned.
- Coach, mentor, and promote the adoption of formal project and program management processes to strengthen organizational capability and discipline maturity.
- Enhance performance monitoring, evaluation, and reporting processes, including interpreting results, advancing quality improvements, and reporting on PM discipline maturity to senior leadership.
- Identify, recommend, and oversee service and process improvements, ensuring continuous alignment with evolving client and organizational needs.
- Ensure PMO services are delivered in a client-focused, consistent, efficient, and effective manner, including addressing client feedback, complaints, and service quality issues.
- Lead operational planning and goal setting for the functions of the PMO, and contribute to broader IST strategic planning and coordination with leadership and peer units.
- Build and maintain strong stakeholder relationships across IST, faculties, and departments, representing the PMO, facilitating collaboration, and supporting cooperative initiatives.
- Act as a resource to faculties and departments regarding the selection and acquisition of project management resources.
- Ensure that client complaints and suggestions are addressed, and that problems and concerns are responded to in a timely manner.
- Keep the Director appraised of operational issues on a regular basis.
- Ensure that existing services are continually evaluated to confirm that they meet the needs of clients, and are consistent with the mandate, goals and objective of the section, and of IST.
- Monitor project quality and develop improvements to address identified issues/concerns.
- Ensure that processes under the responsibility of the Manager support the University’s business objectives by working collaboratively with business owners, IT leadership, peers, and other process owners to continuously review and verify that the processes are still fit for purpose.
IT Portfolio Management and Governance Administration
- Work with the Director of Planning and Governance to support and enhance the IT Portfolio Management and Governance framework, collect and maintain information on existing and proposed investments, projects and priorities in IT applications, infrastructure and services.
- Monitor and refine the process for the analysis, evaluation and approval of proposed projects by UITAC and its working committees (e.g. routing process, evaluation criteria, etc.).
- Analyze proposed projects and priorities and develop options for project approval/prioritization by UITAC and its working committees, ensuring that considerations such as strategic alignment with business and IT goals, business value, costs, portfolio risk management, integration/interdependencies with existing services and projects, etc. are taken into account.
- Act as a resource to UITAC and its working committees.
- Build reports and reporting processes to provide members of UITAC and its working committees with up-to-date information on the current portfolio of projects, and on proposals under consideration.
- Review the minutes of meetings of UITAC and its working committees, and identify issues such as project conflicts, redundancies, non-compliance with processes, etc.
- Maintain information regarding the portfolio of active and approved projects, and proposals under consideration.
- Participate in the creation of an overall project portfolio schedule and roadmap.
- Participate in the planning process regarding potential new or revised services, new projects, etc. to provide input on their impact on the overall portfolio of services and projects.
Project and Program Management
- Lead the planning, execution, and delivery of projects and programs, ensuring alignment with defined scope, timelines, budgets, and quality expectations.
- Develop and maintain detailed project and program plans, including schedules, resource plans, and dependency management across workstreams.
- Monitor and manage project and program performance, including budget tracking, schedule adherence, scope control, and overall health.
- Identify, assess, and manage risks, issues, and dependencies, implementing mitigation strategies and escalating as required.
- Coordinate cross-functional teams and stakeholders, ensuring effective communication, collaboration, and alignment throughout the project lifecycle.
- Facilitate key governance activities, including status reporting, decision-making forums, and stakeholder updates, to support informed oversight.
- Ensure successful delivery outcomes, including meeting business requirements, achieving intended benefits, and supporting transition to operations.
- Capture and apply lessons learned from projects and programs, contributing to continuous improvement in delivery practices and outcomes.
Human Resource Management
- Manage direct reports.
- Recruit and hire staff for the unit(s).
- Ensure that staff are aware of roles, responsibilities and expectations.
- Provide feedback, acknowledge and coach the performance of employees.
- Conduct annual performance reviews and planning sessions with staff.
- Identify and facilitate opportunities for development of staff.
- Discipline and/or terminate staff in accordance with HR processes and collective agreement provisions.
- Identify the appropriate staff mix to achieve the objectives of the unit.
- Maintain up-to-date job descriptions for positions in the unit.
Financial and Vendor Management
- Monitor financial performance and use the information to make decisions about staffing levels, services offered, equipment purchases, etc.
- Review expenses and strive to achieve a balanced budget within operating unit(s). Investigate negative variances and introduce appropriate corrective action as necessary.
- Develop an annual budget for the area, for approval by the Director.
- Participate with the Director and other Managers in the preparation of an annual budget for the section as a whole.
- Participate in the planning/development of capital equipment requests for the section.
- Oversee the IST vendor management lifecycle, including participation in vendor selection, contract negotiation, onboarding, performance management, and renewal or offboarding activities.
- Identify IST vendor-related risks, including value, cost management, and performance improvement.
Health and Safety
- Ensure that all staff supervised have completed required health and safety training.
- Complete all mandatory safety education sessions and re-certifications.
- Adhere to all workplace health and safety regulations, policies and safe work practices.
Other
- Maintain and update professional skills and knowledge, and integrate into the work environment new knowledge acquired through continuing education and professional development opportunities.
- Perform other related duties as required or assigned.
