Our client is seeking an experienced Clinical Informatics Workforce & Program Development Lead to support the implementation of a provincial Clinical Information System (CIS) transformation initiative. This leadership role will be responsible for building and scaling Clinical Informatics teams across multiple healthcare organizations by leading workforce planning, recruitment, onboarding, organizational design, and program readiness initiatives.
Working closely with Clinical Informatics leadership, Human Resources, operational leaders, and project teams, you will help establish a sustainable Clinical Informatics operating model that supports the successful design, implementation, adoption, and ongoing optimization of a province-wide Clinical Information System.
- Lead workforce planning activities aligned with Clinical Information System implementation timelines.

Develop organizational structures, staffing models, role descriptions, competency frameworks, and career pathways for Clinical Informatics teams.

Design and implement scalable recruitment strategies, talent pipelines, and hiring processes to support rapid workforce growth.

Partner with Human Resources and operational leadership to coordinate recruitment, candidate selection, and onboarding activities.

Develop standardized onboarding programs, orientation materials, and resource readiness processes.

Coordinate workforce deployment and transition planning throughout implementation phases.

Collaborate with clinical leaders, project teams, Human Resources, and executive stakeholders to align workforce initiatives with program priorities.

Support the development of governance structures, communication strategies, and stakeholder engagement plans.

Identify workforce risks, organizational constraints, and resource gaps while developing mitigation strategies.

Assist in establishing Clinical Informatics operating standards, processes, and best practices.

Support organizational change management, clinical adoption, workforce readiness, and implementation planning.

Contribute to communities of practice, mentorship programs, leadership development initiatives, and continuous improvement efforts.

Provide regular updates on workforce planning, recruitment progress, organizational readiness, and implementation activities.
- Minimum 10 years of progressive healthcare experience, including leadership roles in clinical operations, clinical informatics, digital health, or healthcare transformation.

Minimum 7 years of experience developing workforce strategies, staffing models, organizational design, or workforce planning within healthcare or large transformation initiatives.

Minimum 5 years supporting large-scale Clinical Information System (CIS), Electronic Health Record (EHR), Electronic Medical Record (EMR), or digital health implementations.

Proven experience leading recruitment, onboarding, and workforce expansion initiatives for clinical or clinical informatics teams.

Experience developing role profiles, competency frameworks, workforce deployment strategies, and onboarding programs.

Strong stakeholder management skills with the ability to collaborate across clinical, operational, Human Resources, and executive leadership teams.

Experience identifying organizational risks, workforce constraints, and developing mitigation plans.

Excellent leadership, facilitation, communication, and organizational skills.

Demonstrated ability to manage multiple priorities in large, complex healthcare environments.
- Experience establishing or scaling Clinical Informatics departments or enterprise Clinical Informatics programs.

Experience supporting provincial or enterprise-wide healthcare transformation initiatives.

Knowledge of Clinical Informatics governance models and operating frameworks.

Experience with organizational change management and clinical adoption planning.

Experience working across multiple health authorities, government organizations, or complex healthcare systems.

Experience within unionized healthcare environments.

Knowledge of the Canadian public healthcare system, particularly provincial healthcare organizations.

Bilingual (English/French) communication skills are considered a strong asset.
