The Canadian Public Safety Operations Organization (CanOps) invites qualified candidates to apply for the Human Resources Consultant position at the Provincial Emergency Communications Centre (PECC) South location in Regina. This is an opportunity to support Saskatchewan’s newest Provincial Emergency Communications Centre while working closely with the HR Manager, operational leaders, and the PECC North HR team located in Prince Albert.
The PECC South will support emergency communications services for communities across Saskatchewan. Employees working in this environment support critical public safety functions, including 9-1-1 call taking and emergency communications services that assist emergency responders and the public. As the Regina location is established, the HR Consultant will help support a professional, service-focused workplace culture and contribute to consistent people practices across both PECC South and PECC North.
POSITION SUMMARY:
The HR Consultant provides human resources support to leaders and employees in a dynamic public safety environment with both unionized and non-unionized staff. This role supports employee and labour relations, recruitment and onboarding, performance management, policy interpretation, compliance, and workplace investigations. The HR Consultant provides practical guidance, supports consistent application of HR policies and collective agreement provisions, and helps advance a respectful, accountable, and service-focused workplace. The position requires sound judgment, strong communication skills, discretion with confidential and time-sensitive information, and the ability to balance employee support with operational needs.
The successful candidate will be required to travel frequently to the Prince Albert location. CanOps will provide per diem for related travel, meals, and accommodation.
PRIMARY RESPONSIBILITIES AND DUTIES:
- Provide HR support to managers and employees.
- Support the full employee lifecycle, including recruitment, onboarding, performance management, attendance support, workplace accommodation, and offboarding.
- Provide guidance on employee relations matters, including conflict resolution, disciplinary processes, workplace investigations, and performance concerns.
- Support labour relations files involving unionized employees, including collective agreement interpretation, grievance support, investigations, and documentation.
- Assist with the development, implementation, and consistent application of HR policies, procedures, and workplace practices.
- Maintain accurate and confidential HR records, including personnel files, investigation records, training documentation, and compliance-related materials.
- Support diversity, equity, inclusion, and respectful workplace initiatives that contribute to a positive and professional workplace culture.
- Ensure HR practices align with applicable federal and provincial employment legislation, organizational policies, collective agreements, and operational requirements.
- Evaluate and continually improve HR processes, procedures, controls, and systems consistent with best practices and organizational needs.
- Perform other duties as assigned in support of CanOps’ objectives and the effective delivery of HR services.
QUALIFICATIONS:
Typically, the knowledge and experience required to achieve the above is obtained through:
- Bachelor’s degree or diploma/certificate in human resources or a related field.
- Minimum of 5 years of progressive HR experience.
- CPHR designation is considered an asset.
- Clear criminal record check and other security clearances as required.
- Experience supporting employee relations, labour relations, workplace investigations, performance management, and policy interpretation.
- Experience working with unionized and non-unionized employee groups is considered an asset.
- Knowledge of Saskatchewan employment laws and HR best practices.
- Experience working in public safety, emergency services, or another operationally focused environment is considered an asset.
- High proficiency in Microsoft Office Suite.
- Strong verbal and written communication skills, including the ability to provide clear, practical advice to managers and employees.
- Adaptability and flexibility to adjust priorities based on operational needs.
- Ability to handle sensitive information and maintain confidentiality.

WORKING CONDITIONS:
- Location: Possibility for hybrid arrangement, including work from home, in-office work at the Regina PECC South location, and regular travel to the Prince Albert PECC North location.
- Schedule and hours of work: 1950 hours annually. Monday – Friday; 8am – 5pm with an EDO earned every 3 weeks.
- The HR Consultant will support employees and leaders in a 24/7 emergency communications environment and may be required to adjust priorities to respond to time-sensitive operational or employee relations matters.
