Compensation: $165,000 - $185,000 (commensurate with experience) plus long-term and short-term incentive plans

Accerta is seeking an experienced HR leader to join our Senior Leadership Team as Head of Human Resources. As Accerta's most senior HR leader, this hands-on, generalist role is accountable for all people functions across the organization - from HR strategy and organizational design to compensation, employee relations, and talent management.
Reporting to the Chief Financial Officer (“CFO”) and serving as a trusted advisor to the Senior Leadership Team, the Head of Human Resources will balance meaningful day-to-day execution (approximately 50%) with shaping Accerta's people strategy and representing HR at the leadership table (approximately 50%), reflecting the size of the organization (approximately 160-170 employees). Four HR positions currently report into this role - an HR Specialist, a Payroll/HR Specialist, a Recruiting Specialist, and a Training resource - with flexibility for the incoming leader to shape this structure going forward.

Key Responsibilities
People Strategy & HR Leadership
- Develop, articulate, and execute Accerta's HR strategy, ensuring a coordinated, well-sequenced set of initiatives rather than a series of disconnected programs
- Within the first 30/60/90 days, assess the current HR team, tools, and programs, and build a prioritized roadmap in partnership with the CFO
- Serve as a key advisor to the CFO and a full member of the Senior Leadership Team on HR and organizational matters, with regular Board-level exposure as Accerta's senior-most HR voice
- Balance advocacy for employees with protection of the organization, ensuring HR is viewed as a strategic, process-driven function
- Identify opportunities to apply automation and AI tools to reduce administrative and procedural HR workload
HR Department Operations
- Oversee the day-to-day work of the HR team, encouraging staff development and designing a team structure appropriate to Accerta's size and needs
- Develop and monitor an annual HR budget
- Manage and evaluate outside resources, including HR consultants, employment lawyers, training specialists, insurance brokers/carriers, and pension administrators
- Lead the selection and implementation of a new HRIS platform
- Establish HR department measurements and prepare periodic reports to track progress against strategic goals
Compensation, Benefits & Payroll
- Own Accerta's salary structure, pay bands, and variable pay/bonus programs
- Lead participation in market/salary surveys and ongoing pay-equity and pay-band review, with clear, well-communicated rollout of any changes
- Develop and maintain job evaluation practices in compliance with Ontario Pay Equity and Equal Pay legislation
- Oversee payroll accuracy and the relationship with Accerta's payroll provider, including statutory filings such as T4s
- Source cost-effective employee benefits and monitor the benefits environment for savings and improvement opportunities
Employee & Labour Relations
- Formulate and recommend HR policies and objectives with regard to employee relations, partnering with people leaders to communicate policies and legal requirements
- Determine and recommend employee relations practices that promote morale and motivation, while reinforcing accountability and performance standards
- Conduct investigations into employee complaints or concerns; review, guide, and approve management recommendations regarding employment terminations
- Lead implementation of company safety and health programs as required by the Government of Ontario
Talent, Performance & Development
- Establish and lead standard recruiting and hiring practices; serve as an interviewer for management- and senior-level finalists
- Lead ongoing development of Accerta's performance management system, including development plans and progressive discipline
- Formalize Accerta's mentorship program and a clearer leadership development and career-pathing framework tied to training and assessment
- Support Accerta's engagement and culture programming, including town halls, employee events, and rewards/recognition programs
Regulatory Compliance & Organization Development
- Lead compliance with applicable employment and labour legislation; serve as primary contact with employment counsel and relevant government agencies
- Lead organization development activities including succession planning, workforce development, key employee retention, organization design, and change management
- Manage employee communication and feedback channels, and monitor organizational culture against Accerta's strategic goals
Required Qualifications
- Bachelor's degree or equivalent in Human Resources, Business, or a related field
- Minimum 10 years of progressive HR leadership experience, including prior experience operating at the Director level or above
- Strong generalist background across core HR disciplines: employment law, compensation, employee/labour relations, organizational development, safety, and training
- Extensive knowledge of Ontario employment law and practices, including pay equity legislation
- Demonstrated experience developing and rolling out compensation programs, pay-band structures, and/or benefits programs, with strong change management and communication discipline
- Excellent computer skills in Microsoft Office and HR database/record-keeping systems
- Comfortable operating in a smaller, resource-constrained HR function within a medium-sized (approximately 160-170 employee), government-services-oriented organization
- Clear, structured, and confident communicator who can design a rollout plan, communicate it, and secure buy-in
- Demonstrated ability to serve as a credible member of a senior leadership group and build trust quickly across all levels of the organization
- High degree of confidentiality, integrity, and sound judgment
The following experience/skills would be considered strong assets:
- CHRL/CHRP designation or specialized training in employment law, compensation, or organizational development
- Experience with HRIS platform selection and/or implementation
- Prior experience presenting to a committee or Board
- Active affiliation with relevant HR networks/associations
