COSCO SHIPPING Lines (Canada) Inc. is a leading global ocean carrier with a rich history in the Canadian market. The company is launching a brand-new operations centre, COSCO SHIPPING NAOC – North America Operation Center, in Toronto, and we are seeking high-energy On-Dock Rail Coordinators to optimize our intermodal container flow. In this role, you will serve as the critical on-site link between rail operators, terminal labor, and ocean carriers to maximize train utilization and minimize container dwell times.
This is a full-time position based on 37.5 hours per week reporting to the General Manager of Inland Operations Department of NAOC.
Key Responsibilities
- Manage and coordinate ODR (On-Dock Rail) cargo movement from vessel discharge to rail departure
- Work closely with terminals, railroads, and internal teams to ensure smooth operation
- Plan and forecast cargo volumes to support terminal and rail capacity
- Oversee rail billing accuracy and routing compliance
- Monitor cargo flow, terminal performance, and service levels
- Ensure KPI targets and service commitments are met
- Support issue resolution and daily operational execution
Skills/Requirement
- High School Diploma or GED
- 3-5 years of experience in: Rail operations, terminal operations (port, inland terminal, or intermodal yard), intermodal transportation or container logistics
- Basic understanding of: Rail network operations and scheduling, container handling processes (drayage, lift-on/lift-off at terminals, rail ramps and depots), international shipping and intermodal supply chains
- Knowledge of: Intermodal systems (rail + truck + ocean integration), terminal Operating Systems (TOS) and/or rail management systems, equipment types (containers, chassis, rail cars)
- Ability to: Coordinate train schedules, yard flow, and terminal capacity, monitor KPIs (dwell time, through outgate, on-time performance), analyze operational data and identify efficiency improvements
- Proficiency in: Microsoft Excel (data tracking, data analysis and reporting), operational dashboards (i.e., BNSF, UP)
- Experience with: Vendor and carrier coordination (railroads, trucking companies, port operators), managing disruptions (delays, congestion, equipment shortages)
- Ability to work in: Fast-paced, 24/7 operational environments, shift-based, or on-call schedules if required
- Strong problem-solving and decision-making ability
- Effective communication across multiple stakeholders and time zones
- High attention to detail and operational discipline
- Ability to manage competing priorities and respond under pressure
- Team-oriented with cross-functional collaboration skills
- Bachelor’s degree in Logistics, Supply Chain Management, Transportation, Business, or related fields
- 3 - 7 years of solid experience in international shipping, intermodal supply chains, and U.S. rail network operations
- Proven track record coordinating with railroads, trucking companies, and marine port operators to manage yard flow and terminal capacity
- Hands on experience navigating U.S. railroad dashboards (e.g. BNSF, UP), Terminal Operating Systems (TOS) and advanced Microsoft Excel
- Ability to analyze operational data and monitor critical performance metrics such as container dwell time, throughput, and on-time performance
- Strong decision making and problem-solving skills to communicate across multiple cross-functional teams, stakeholders, and time zones
- Exceptional attention to detail with the ability to manage competing priorities, handle high-pressure disruptions, and work flexible or shift-based schedules
Preferred Qualifications
- Experience in international intermodal operations (import/export flows)
- Prior experience with U.S. West Coast (LALB) port operations strongly preferred
- Familiarity with: Customs processes and documentation, port operations and ocean carrier coordination
- Knowledge of industry regulations (i.e., FRA, IMO guidelines)
