Summary:
The NCSO Safety Manager provides leadership and accountability for the company's health, safety, and environmental programs across Alberta, Saskatchewan, and British Columbia. This role leads COR audits, incident investigations, regulatory compliance, WCB and return-to-work programs, contractor prequalification, and continuous improvement of HSE systems. Working closely with management, supervisors, and field personnel, the successful candidate will maintain a strong field presence, drive risk reduction initiatives, and foster a proactive safety culture that supports safe, compliant, and efficient operations.
Duties & Responsibilities:
Field Safety:
- Maintain a regular and proactive presence at project sites throughout Alberta, Saskatchewan, and British Columbia.
- Conduct documented site inspections, worker observations, and safety audits. Verify hazard controls, worker competency, emergency preparedness, and first aid requirements.
- Ensure compliance with company policies, client requirements, and applicable legislation.
- Collaborate with supervisors and workers to identify hazards and implement corrective actions.
- Exercise stop-work authority when imminent danger or serious uncontrolled hazards are identified.
Incidents, Claims & Regulatory Matters:
- Lead incident investigations and determine reporting, escalation, and regulatory notification requirements.
- Coordinate communications with regulatory agencies and senior management as required.
- Develop, communicate, and track corrective actions and lessons learned following incidents.
- Manage WCB claims, modified work programs, and return-to-work processes.
- Support the administration of drug and alcohol and fitness-for-duty policies.
- Coordinate safety-related insurance claims and communications with adjusters and stakeholders.
Audits, Programs & Client Compliance:
- Plan, coordinate, and lead Alberta, Saskatchewan and British Columbia COR audits.
- Ensure audit findings and corrective actions are completed, documented, and closed within required timelines.
- Oversee annual SECOR evaluations and support ongoing certification requirements.
- Maintain and continuously improve HSE manuals, procedures, risk assessments, and legislated program requirements.
- Oversee contractor prequalification platforms, including Avetta and ISNetworld.
- Develop and review client-specific HSE plans, questionnaires, and compliance documentation.
- Maintain safety statistics, records, and reporting systems to support internal and external requirements.
- Monitor the effectiveness of HSE programs and corrective actions, using audit results, field observations, and performance indicators to support continuous improvement.
Work Environment:
This position combines office and field-based responsibilities and requires a proactive presence at project sites. The NCSO Safety Manager works closely with construction, trucking, roadbuilding, and horizontal drilling operations to conduct inspections, worker observations, audits, and incident investigations. The role involves working in active industrial environments and collaborating with management, supervisors, and workers to support regulatory compliance, hazard management, and continuous improvement of the company's HSE programs.
Qualifications & Leadership:
Required:
- Minimum 5 years of progressive safety leadership or safety management experience in construction, trucking, roadbuilding, horizontal drilling, or similar industrial operations.
- National Construction Safety Officer (NCSO) designation and Alberta COR Auditor certification, with the ability to meet qualifications required to conduct Saskatchewan and British Columbia COR audits.
- Experience leading HSE programs, COR audits, incident investigations, regulatory reporting, and compliance initiatives.
- Knowledge of applicable health and safety legislation and requirements in Alberta, Saskatchewan, and British Columbia.
- Experience managing WCB claims, modified work, and return-to-work programs.
- Experience with contractor prequalification platforms, including Avetta and ISNetworld.
- Strong leadership, communication, organizational, and problem-solving skills.
- Valid Class 5 driver's license and ability to travel to project sites.
Assets:
- Post-secondary education in Occupational Health & Safety, Industrial Hygiene, Environmental Health & Safety, or a related field.
- CRSP, CHSC, or other recognized safety designations.
- First Aid certification.
