United Way Greater Toronto is currently seeking a Manager, Privacy and Compliance to join our team.
How you will make a difference:
Reporting to the Chief Financial and Operating Officer (CFOO), the Manager, Privacy and Compliance will develop, implement and monitor UWGT’s privacy policies, procedures, and practices to ensure compliance with applicable laws and regulations. This role supports the Privacy Officer in fostering a culture of privacy awareness and ensures that all business processes align with privacy requirements. The Manager, Privacy and Compliance, collaborates with various departments to integrate privacy considerations into organizational initiatives and provides guidance on data protection matters.
POSITION OVERVIEW:
- As part of our strategic plan, we are strengthening privacy, data protection, and governance to build trust, mitigate risk, and support our expanding engagement with stakeholders. The Privacy Program Manager will ensure our privacy policies, procedures, and practices align with evolving regulations (PIPEDA, Law 25, and emerging Canadian laws) while enabling responsible data use for mission-driven impact.
- With increasing digital engagement and data-sharing partnerships, this role will embed privacy into decision-making, balancing compliance with innovation. It will proactively mitigate legal, operational, and reputational risks by implementing privacy by design, data stewardship, and awareness initiatives across the organization.
- Reporting to the Privacy Officer, this position will collaborate with internal and external partners to integrate privacy into policies and operations. It will also lead risk assessments, support incident and business continuity planning, and compliance monitoring to keep the organization secure and future-ready.
MAJOR RESPONSIBILITIES:
1. Policy Development & Implementation
- Develop and update privacy policies, standards, and procedures to align with regulatory requirements (PIPEDA, GDPR, CCPA) and industry best practices.
- Ensure all business and data management processes reflect privacy and consent requirements.
- Implement and maintain a Consent Management Framework to govern how personal data is collected, stored, and used across digital and offline channels.
2. Compliance Monitoring & Auditing
- Conduct regular privacy risk assessments and audits to identify potential compliance gaps.
- Monitor and ensure compliance with data protection laws and regulations.
- Coordinate with legal and IT departments to manage data breaches and incidents.
- Collaborate with IT, Legal, and Marketing to ensure systems capture and maintain consent records, including tracking opt-ins, withdrawals, and data usage preferences.
- Monitor compliance with consent policies and assess risks related to improper data handling or unauthorized processing.
3. Awareness & Training
- Develop and deliver privacy and consent training programs for employees to ensure proper handling of personal data.
- Promote a culture of privacy awareness and transparency, ensuring all staff understand their role in managing data responsibly.
4. Incident Response & Management
- Lead privacy impact assessments (PIAs) and data protection impact assessments (DPIAs) to evaluate risks and improve safeguards.
- Support the development of incident response plans for privacy breaches, including violations related to consent and unauthorized data use.
- Coordinate investigations and remediation efforts in collaboration with relevant stakeholders.
5. Stakeholder Collaboration
- Work with cross-functional teams (Legal, IT, Data & Analytics, Marketing, P&C, DRM, CI and Operations) to embed privacy and consent considerations into all organizational initiatives.
- Provide guidance on ethical data collection and ensure consent mechanisms are user-friendly, accessible, and legally compliant.
- Act as lead on security and privacy assessments requested by corporate partners and external parties.
- Provide customer service to internal & external constituents seeking help or remediation on privacy-related matters.
What you bring to the role:
- Bachelor’s degree in Business Administration, Information Management, Law, or a related field or related experience.
- 5+ years of experience in privacy management, compliance, or a related area.
- Strong understanding of data protection laws and regulations.
- Experience in developing and implementing policies and procedures.
- Strong analytical and problem-solving abilities.
- Familiarity with data protection impact assessments and risk management practices.
- Excellent written and verbal communication skills.
- Ability to work independently and collaboratively within a team.
- 3+ years of experience in data governance within an enterprise environment.
- Certified Data Management Professional (CDMP), Certified Information Privacy Professional (CIPP/C), Data Governance & Stewardship Professional (DGSP) or similar certifications are an asset.
- Hands-on experience with data governance platforms
- Ability to influence without authority
- Understanding of change management methodologies (e.g., ADKAR, PROSCI) to help drive adoption.
- Familiarity of data privacy regulations such as PIPEDA, Law 25 and CCPA.
- Willingness to actively contribute to the organizational Reconciliation and Equity framework through participation in learning opportunities and implementing anti-oppressive and anti-racist learnings into action internally and externally.
