ICHA staff work in shelters, drop-ins, community service agencies, encampments and clinical hub sites. Beyond direct care provision, ICHA trains future healthcare providers, conducts and facilitates research, promotes improvements in health and social service delivery, and advocates for healthy public policies and system change locally, provincially, and nationally. Position Type: Full-Time, Contract (Contract end date: August 2027)
Role Description:
Reporting to the Director of Nursing and Clinical Services and working closely with ICHA’s Associate Medical Director’s, team of Program Mangers and Program Coordinators, the role will support and oversee the management, coordination and development of their assigned programs at ICHA.
Roles and Responsibilities:
- Manage and recruit program staff (e.g. Program Coordinators).
- Oversee staff Growth and Development Plan creation and progress.
- Provide ongoing feedback and direction to staff based on the goals of their respective programs and services.
- Support the annual review cycle for ICHA physicians.
- Develop programmatic budgets in partnership with Finance, tracking program expenditures and adjusting resource use as required.
- Monitor and adjust physician hour use as it relates to ICHA’s Alternative Payment Plan, working closely with the Director of PD&I and Finance.
- Create policy documents in consultation with Program Coordinators, Directors and relevant SMEs.
- Lead the consultation and approval process of programmatic and/or staffing policies and procedures.
- Create the content for all relevant partnership agreements and lead the approval process (e.g., MOUs, DSAs).
- Lead grant applications and subsequent performance tracking as it relates to a program.
- Lead change management strategies tied to program expansion/improvement.
- Create Logic Models and Data Flows that appreciate the current state and desired state of programs and services.
- Lead formal and informal evaluation practices within the portfolios including Privacy Impact Assessments.
- Socialize reports or products produced through evaluation at relevant meetings.
- Address partnership inquiries/feedback that has been escalated by Program Coordinators.
- Lead response to incident reporting within assigned programs.
- Oversee and support the clinic site onboarding process (time management, approval of additional costs, partner relations).
Qualifications:
- Post secondary education at a bachelor’s level or equivalent experience.
- Minimum of 2 years of management experience working with clinicians in community- based health/primary care settings.
- Experience in working with multiple partners in a complex organizational and community environment.
- Excellent computer skills and an ability to learn new systems.
- Knowledge and experience using Microsoft Office suite, including Excel. Experience with SharePoint file sharing an asset.
- Excellent verbal and written communication skills.
- Experience with marginalized populations with complex health and social service needs is highly desired.
- Outstanding organizational and time management skills; ability to support multiple activities and processes concurrently, continuously identifying and addressing competing priorities in a timely and effective manner.
- Commitment to excellence and teamwork with strong problem-solving skills.
- Shows initiative, looks for changes or improvements in own work area and shows willingness to take on new responsibilities.
- Self-directed with proven ability to meet deadlines in a demanding environment.
