MINIMUM FORMAL EDUCATION/TRAINING:
- Accounting designation (CPA or Legacy CA, CMA or CGA) required.
- Undergraduate degree in a related discipline is required (Major in Accounting preferred).
EXPERIENCE:
- Minimum of 5 years directly related experience in a senior financial role is required.
- High level of knowledge in the area of financial management is required.
- Significant experience in developing and maintaining budgets is required.
- Experience in Facilities Management preferred.
- Previous experience in human resources management and demonstrated ability to deal sensitively with many personnel issues is required.
- Solid understanding of University procedures and policies and University financial and human resources systems is required.
- Experience working in the fine or performing arts sector is an asset.
- An acceptable equivalent combination of education and experience may be considered.

Reporting to the Director of the SOA/and the Dean of DFOM, the incumbent provides overall guidance and strategic direction on all Finance, Administrative and Facilities matters for both Units. They are responsible and accountable for:
FINANCE BUDGET, AND REPORTING
- Adherence to all university financial policies and procedures and provides policy direction to senior faculty administration (Deans/Director Associate Deans/Associate Directors) and makes administrative decisions for units on issues relating to financial policy and guidelines.
- Ensures that all staff that have access to the financial system or perform financial duties are appropriately trained and directed / guided to ensure the quality and integrity of our financial system.
- Provides direction and supervision to a Financial Administrator and Financial Assistant for the DFOM and SOA for all accounts under the control of both units.
- Primary or alternate signing authority on all operating and grant accounts in the Faculty and School. Manages all Faculty/School’s operating budget, including budget transfers, journal entries, invoicing, etc.
- Leads the budget development process on behalf of the Faculty/School and in accordance with Financial Planning Office (FPO) policies and procedures.
- Oversees the annual budget submissions for DFOM and SOA, assembling financial and statistical data and represents the Dean/Director and Units in discussing the details of the budget with senior administration.
- Prepares target and final budgets.
- Allocates budget/baseline addbacks and claw backs to the Faculty/School.
- Prepares VP Admin, Provost budget material on behalf of the Faculty/School.
- Manages all operating and capital budgets, direct tuition, income funded budgets, carry over operating budgets and research/grants/special and trust and endowment funds for DFOM/SOA/Gallery/Concert Hall/Prep Studies; tracking authorized funding, year to date revenues, expenditures and commitments and available funds.
- Oversees and manages all financial administration of the DFOM and SOA, obtaining an understanding of their various operating funds and programs including studios and field trips.
- Oversees the Transfers to Provisions and Transfers to Capital, and provides guidance on carry over balances etc.
- Ensures budget adjustments, journal entries, and reconciliation are done in a timely manner and in compliance with funding agencies and university policies and procedures are followed.
- Ensures that correct cash handling procedures are in place and that staff are trained appropriately.
- Prepares the cost and budget for new programs.
- Manages and oversees all requests from Tuition & Fees Coordination Committee (TFCC) on Fees.
- Manages the financial forecasts for both DFOM and SOA by analyzing past trends, keeping appraised of current and future issues to ensure the forecast is as accurate to year-end financial results as possible.
- Provides quantitative and financial analysis to ensure efficient use of resources and to ensure resource allocations are utilized in the most efficient manner.
- Oversees all financial operations SOA Gallery and the Prep Studies program for DFOM.
- Identifies innovation/efficiency gains and cost savings on a regular basis.
- Plans and directs implementation to improve efficiency and effectiveness, control costs and increase revenues.
- Ensures University standards and internal audit requirements are adhered to.
- Audits Payrolls, independently of the Payroll Department, in accordance with Provincial Audit requirements.
STRATEGIC PLANNING
- Works collaboratively with the Dean/Director to provide analysis and advice regarding the development of the annual and long term Strategic Resource Plan.
- Collaborates with, and recommends to, the Dean/Director to determine support staff reporting structures and staffing levels to ensure academic and administrative objectives of both Faculty/School are achieved.
- Provides financial expertise and advice to Dean/Director Team on strategic directions.
- Leads and facilitates the SOA and DFOM financial planning process.
- Prepares revenue growth scenarios based on revenue that the Faculty/School has direct control over to support planning and budgeting process for both units.
- Develops budget reduction scenarios/ideas as input into Faculty/School planning.
- Plans for the Faculty’s/School's current and future resource requirements (physical, staffing, etc.).
- Liaises with the Financial Planning Office (FPO), the Office of Institutional Analysis and other areas of the University.
- Advises faculty and staff on University of Manitoba financial policies and procedures.
- Participates in the annual Enrolment/Tuition planning process.
IMPLEMENTATION & ADHERENCE TO UM INTERNAL FINANCIAL CONTROLS & CODE OF CONDUCT
- Implements and adheres to key UM internal financial controls.
- Reports internal control weaknesses and suggestions for improvement to the Comptroller.
- Member of the UM Finance Working Group (FWG) and is responsible for active engagement in the FWG. FWG members are responsible for producing actionable recommendations to common concerns with financial processes and controls.
- Maintains membership with the Chartered Professional Accountants of Manitoba (CPA Manitoba) or maintain an equivalent professional accounting designation. Irrespective of membership, the incumbent will adhere to the CPA Manitoba Code of Professional Conduct. Particular attention is drawn to the requirements to:
- conduct oneself at all times in a manner which will maintain the good reputation of the profession and serve the public interest;
- perform duties with integrity and due care, including resistance to any infringement upon integrity;
- not allow judgement to be compromised by bias, conflict of interest or the undue influence of others; and
- not associate oneself with any letter, report, statement, or financial information that is false or misleading.
- Consults with the Comptroller regarding any matters which infringe upon their ability to adhere to the CPA Manitoba Code of Professional Conduct.
HUMAN RESOURCES AND GENERAL ADMINISTRATION
- Provides oversight on the management in the Office of Dean and Director including general supervision of administrative office support staff and technical staff.
- Supervises and advises the Concert Hall Operations Administrator in the day-to-day administrative operations of the Desautels Concert Hall, including the development and administration of rental agreements and contracts, invoicing, booking procedures, customer service standards, staffing and ensuring compliance with University policies, procedures, and financial controls.
- Provides guidance to the Executive Assistant to the Dean/Director on all UMFA HR matters including recruitment, hiring, Research/Study leaves, sick leaves and other changes to appointments for both units.
- As a member of both Faculty/School’s Faculty Councils, participates in regular meetings to exchange information with Associate Deans/Associate Director and Directors.
- Acts as the Faculty/School contract administrator in the facilitation of Independent Contractor Agreements and Secondments.
FACILITIES
- Serves as Management Safety Representative in Faculty Local Area Safety & Health Committee. Ensures the Committee satisfies and adheres to University policies and Provincial Legislation and works to improve safety protocols in Units.
- Maintains an inventory of space utilization in all SOA and DFOM Buildings. Provides advice to Dean/Director regarding changes necessary to ensure efficient and effective utilization of space.
- Monitors the financial status of any renovations in the Faculty/School, providing the Dean/Director with up-to-date reports and analyses for cost and recovery. Maintains contact with Physical Plant personnel during renovations and closely monitors statements provided by them and reconciling final costs.
- Serves as the Faculty/School’s Single Point of Contact.
- Supervises and advises the Faculty/School Facilities and Equipment Coordinator in the day-to-day operation of the SOA and DFOM facilities with regard to space allocation, lab and studio space renovation and upgrades, graduate student space upgrade and general clean-up in the Faculties, meeting with suppliers, and Physical Plant as required. Determines the priority of the schedules to have projects completed.
- Manages all space within the Faculty/School and maintains a prioritized waitlist for graduate student study space ensuring that all space is being utilized effectively.
- Oversees all equipment in the studio spaces and provides recommendation to the Dean/Director on the replacement.
- Oversees and manages the computer facilities- both hardware and software and provides recommendation to the Dean/Director on the upgrade of hardware/software for Lab/Staff/Faculty.
- Other duties as assigned.
Programs at the School of Art encourage the development of a working knowledge of contemporary and historical techniques and materials used in the production of visual art and design, knowledge of the history of art and design, and the curiosity that translates into an ability to research and solve problems in methodology and practice in creative and scholarly work. The School of Art is committed to Indigenizing the School and the program.
The School of Art offers a Bachelor of Fine Arts (Studio, 240 students), Bachelor of Fine Arts (Art History, 10 students), Diploma in Art (30 students), Master of Fine Art (10 students), and Master of Arts in Art and Architectural History (8 students). There are 16 administration office staff, 7 studio technicians, 20 full-time faculty members, 20-25 sessional instructors, teaching assistants, student monitors and work study students serving approximately 300 undergraduate students and 10 grad students. The approximate budget for the School of Art is $5 million.
The Desautels Faculty of Music offers a Bachelor of Music degree (approximately 130 students), a Post-Baccalaureate Diploma in Performance (4 students), a Master of Music degree (25 students), Master of Arts in Music Research degree (5 students), and a Bachelor of Jazz Studies (50 students). With a total enrolment of approximately 225 students, they are offered specialized study in solo performance, chamber music, large ensembles, music education, musicology, and music theory, as well as a wide range of music electives. The Desautels Faculty of Music has an extensive outreach program which includes the Division of Preparatory Studies, offering quality individual and group instruction to students in Winnipeg and the surrounding area. The Division presently contracts 30-40 teachers and provides lessons to approximately 200 students, in addition to early childhood classes, and group programs for elementary-aged students. The Desautels Faculty of Music has 32 full-time faculty, 30-35 Sessional Instructors, 70 contract employees, approximately 15 graders/markers/teaching assistants and 20 student technicians/librarians, and 7 support staff. The Desautels Faculty of Music's operating budget is almost $7 million.
