Kingston & Frontenac Housing Corporation (KFHC) is the largest social housing provider in Kingston, Ontario, providing affordable and market rental housing totaling 1700 units. Position Summary:
KFHC is seeking a Maintenance Manager who reports to the Director of Assets & Development and is responsible for day-to-day maintenance of the housing portfolio, units and properties. The Manager is responsible for the training, supervision, and direction of the maintenance team consisting of ten full time and ten part-time staff, the planning of unit turnovers, unit inspections, inventory control, bulk purchasing, fleet management, supervision of standing contracts, and optimizing financial resources and ensuring compliance with the Ontario Fire and Building Codes, Occupational Health & Safety Act, Worker’s Safety Insurance Board, KFHC policies and procedures and relevant legislation.
The Maintenance Manager must work independently, utilizing a computerized and mobile property management and maintenance software system to provide effective oversight of all maintenance operations.
The Manager must have an understanding and knowledge of residential property management and maintenance management by being versed in general carpentry, plumbing, electrical and heating systems.
The Manager as member of the Management Team provides leadership and support to the corporation and assumes on-call duties on a rotational basis to respond to emergencies.
Key Responsibilities:
- Provide leadership, direction, and supervision to staff of the Maintenance Department through recruitment, training, work assignment, performance management in accordance with KFHC policies and the Collective Agreement.
- Conducts maintenance inspections of all vacant units to prepare work orders for maintenance staff and contractors and completes final inspection for scheduled occupancy all through the electronic and mobile property management system.
- Administers day-to-day maintenance functions and oversight from the initial and ongoing communication from the tenants to the maintenance clerks, the creation and assignment of work orders, monitoring the ongoing work orders and ensuring the completion of timely work.
- Assigns and monitors work performance by contractors to ensure compliance with contract documents, instructions and applicable legislative requirements.
- Supervises standing contracts which include, but are not limited to snow removal, waste management, building cleaning, landscaping and grounds keeping.
- Purchases supplies, materials and equipment as required and monitors inventory control.
- Responsible for fleet management, including appropriate driver abstracts, licensing, vehicle maintenance, repairs and monitoring mileage.
- In conjunction with the Director of Assets & Development analyzes trends to achieve a high level of performance and outcome, including fiscal management, risk management and the reporting of key performance indicators and benchmarks
- Facilitate collaboration and communication with the Tenant Services Department to ensure KFHC vacancy and turnover of units meet the corporate standards, to ensure units are kept in good repair and where appropriate maintenance costs are charged back to the tenant.
- Participates on a rotational basis “management on call service” to address after hour’s maintenance and emergency situations.

Education, Experience, & Qualifications:
- Post secondary education with a license in a certified trade.
- Minimum (5) years’ experience in maintenance or residential property management.
- Minimum three (3) years’ experience in managing teams of staff in a unionized setting.
- Managing complicated and/or complex operations with the ability to multitask and work in a fast-paced environment.
- Working knowledge of Ontario Fire and Building Codes, Municipal Property Standards Act, Local By-Laws, Occupational Health & Safety Act and all other relevant legislation.
- Demonstrated experience with computerized systems, Office 365 and other productivity tools and software applications to effectively execute work and projects.
- Possess a valid “G” Driver’s License and access to a reliable vehicle.

Salary & Benefits:
Starting salary is $80,000 per annum with a comprehensive employee benefit and pension plan.
