Human Resources Generalist
Permanent, Full-time (35 hours per week)

BACKGROUND
The Vaughan Community Health Centre (VCHC) is a not-for-profit, community-governed organization providing primary health care, social services, and illness prevention programs primarily to the residents of the Western and Northern York Region. We serve people experiencing barriers to accessing health care services due to culture, language, age, chronic illness, or the like. We are committed to providing services with and for local Indigenous, Black, racialized and other disadvantaged communities.
POSITION SUMMARY
The Human Resources (HR) Generalist is responsible for supporting the full employee lifecycle, managing daily HR operations, and ensuring compliance with provincial employment standards. The HR Generalist supports the Centre’s goals in developing a stable, skilled and engaged workforce.
KEY ACCOUNTABILITIES AND RESPONSIBILITIES
- Implement the recruitment and selection process of new employees, including posting job calls, engaging educational institutions and attending career fairs, conducting pre-screening interviews, scheduling interviews, conducting background checks and employment references, and preparing employment contracts.
- Organize and conduct the new employees’ onboarding and orientation and ensure all onboarding paperwork, review of organizational policies, and mandatory legislative training are completed.
- Administer employee benefit programs and support payroll processing by tracking attendance, leaves of absence, and salary changes.
- Assist in disability management and return to work programs for non-work-related claims.
- Foster positive employee relations and assist with general inquiries regarding human resources policies and procedures.
- Conduct staff well-being surveys and present results and recommendations to Leadership Team.
- Assist Leadership Team with conflict resolution, employee complaints and investigation process as required.
- Support the performance evaluation process for all employees and send performance review packages to supervisors 2 months in advance of the review date.
- Assist Leadership Team with performance improvement plans, disciplinary actions, and implementation of termination process as required.
- Identify staff training needs, coordinate staff training including mandatory safety training, and maintain compliance records.
- Work with the Executive Director to interpret, update, and implement organizational policies and procedures to ensure compliance with legislation (e.g., Employment Standards Act, Ontario Human Rights Code, Occupational Health & Safety Act, etc.).
- Assist in the communication and training of HR policies and procedures.
- Complete exit interviews and provide feedback to the Executive Director.
- Prepare reports on time and attendance, turnover and staffing, etc., analyze HR trends and performance, and present to Leadership Team.
- Organize and maintain employee files and ensure employee data is updated and meets legislative, organizational, and accreditation requirements.
- Maintain employee directory and Human Resources Manual on an annual basis or more frequently when there are updates.
- Support staff in IT and facility emergencies during absence of IT and Facility Administrator.
QUALIFICATION REQUIREMENTS
- A Bachelor’s degree in Human Resources Management, Business Administration or a related field
- Certified Human Resources Professional (CHRP) designation
- In good standing as a member of the Human Resources Professionals Association (HRPA)
- At least 3 years of experience working in HR function in healthcare or not for profit sector
- Significant experience with full cycle recruitment
- Knowledge of employee compensation and benefits plan
- Strong understanding of HR legislation (ESA, OHRC, AODA, OHSA, etc.) and experience in updating HR policies
- Knowledge of HR best practices and standards
- Excellent interpersonal communication (verbal and written), analytical, and problem-solving skills
- Strong time management skills and the ability to work under pressure and prioritize competing deadlines
- High attention to detail and produce accurate documentation and reports in timely manner
- Act with integrity, professionalism, and strict confidentiality in handling HR issues and documentation
- Experience and proficiency in utilizing MS Office (Excel, Word, Powerpoint), HR information systems, and social media tools
- Experience working in a culturally diverse environment
