POSITION SUMMARY
Our Ontario Division is currently seeking an established Regional Construction Safety Officer (RCSO) to support, implement, and maintain Viacore’s Occupational Health & Safety (OH&S) Management System across all branches and project sites within the assigned region. This role ensures compliance with applicable legislation, client requirements, and internal safety standards while actively promoting a proactive safety culture through coaching, field engagement, inspections, audits, and incident management. This Is an immediate vacancy.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES
1. Safety Leadership, Coaching & Program Implementation
- Support the implementation and continuous improvement of Viacore’s OH&S Management System across all operational activities.
- Provide coaching, mentoring, and guidance to employees, supervisors, managers, subcontractors, and visitors on safe work practices and expectations.
- Assist and support Joint Health & Safety Committees (JHSCs) and safety representatives in fulfilling their roles effectively.
- Promote a positive safety culture through engagement, leadership, and behavioral safety initiatives.
- Participate in and support safety orientations, toolbox talks, site orientations, and safety meetings.
2. Incident Management & Investigations
- Promote proactive reporting of hazards, near misses, and unsafe conditions.
- Support and coach teams on Behavior-Based Observations and peer-to-peer safety practices.
- Respond to critical incidents by attending sites promptly (same day where reasonably practicable, or next day at the latest). If attendance is delayed, coordinate with branch management, site H&S personnel, and relevant stakeholders to ensure appropriate response and communication.

- Support the Corporate H&S team by promptly collecting and documenting pre-investigation information (e.g., initial facts, scene conditions, witness details, and photos) following workplace incidents to assist in thorough incident investigations. Collaborate with clients and external stakeholders to identify root causes and implement corrective and preventative actions.
3. Documentation, Compliance & Auditing
- Assist branches with workplace drug and alcohol testing processes, including coordination, documentation, reporting, and follow-up of results in accordance with company policy and applicable regulations.
- Develop and maintain required safety documentation in alignment with Viacore standards and applicable regulatory and client requirements, including:
- Job Hazard Analyses (JHAs)
- Safe Job Procedures (SJPs)
- Standard Work Procedures (SWPs)
- Safe Work Plans
- Establish and maintain inspection, testing, and calibration schedules for tools, equipment, lifting devices, and mobile equipment.
- Support and facilitate internal and external COR (Certificate of Recognition) audits.
- Ensure corrective actions identified during audits are tracked, completed, and verified in a timely manner.
4. Client & Contractor Site Support
- Assist branches with contractor pre-qualification processes and safety documentation requirements.
- Coordinate and support completion of client-specific training and onboarding requirements for contractor sites.
- Spend approximately 50% of working time at client and project sites conducting observations, audits, and coaching activities.
- Build and maintain strong professional relationships with clients, contractors, and internal stakeholders to support safe operations and compliance expectations.
5. Corporate Safety System Support
- Contribute to the development, maintenance, and continuous improvement of Viacore’s OH&S Management System.
- Collaborate with the corporate safety team on initiatives, standardization, and safety programs.
- Support consistent application of safety policies, procedures, and standards across all branches within the region.
6. General
- Perform other OH&S-related duties and responsibilities as assigned by management.
- Demonstrate professionalism, integrity, and confidentiality in all aspects of the role.
QUALIFICATIONS
- Minimum of three (3) years of field experience in a construction or industrial environment, and:
- National Construction Safety Officer (NCSO) designation, or
- Currently working toward obtaining NCSO designation.
- Ideal candidates will hold a Canadian Registered Safety Professional (CRSP) designation or be actively working toward obtaining their CRSP designation.
KNOWLEDGE, SKILLS AND ABILITIES
- Strong knowledge of applicable Occupational Health & Safety legislation and regulations within the region.
- Proven ability to communicate effectively and build trust and credibility at all organizational levels.
- Demonstrated leadership, influencing, and change management capabilities.
- Strong analytical and problem-solving skills, particularly in incident investigation and risk assessment.
- Proficiency in Microsoft Office applications (Excel, Word, Outlook, PowerPoint).
- Ability to manage multiple priorities and work independently in a field-based environment.
- High level of professionalism and ability to maintain confidentiality.
- Valid driver’s license and willingness to travel regularly to job sites.
WORKING CONDITIONS
- Combination of office and field-based work.
- Frequent travel to client sites, branch locations, and project sites within the assigned region.
- Exposure to construction and industrial environments, requiring adherence to all safety protocols and use of personal protective equipment (PPE).
