The Municipality of Chatham-Kent has an opening for a permanent full-time Supervisor II, Waste Management in the Public Works division.
Job description
The Supervisor II, Waste Management works under the guidance of Supervisor I, Waste Management Operations, to manage curbside waste collection and ensuring smooth overall operations at the curb and at depots. This includes providing supervision to unionized and non-unionized staff in delivering curbside collection and of Chatham Kent’s waste management system. This position reports to the Manager, Operations.

- Assist in special projects of the division, as required
Supervisory:
- Supervise and direct a fast-paced team consisting of union and non-union operators, including shift scheduling
- Maintain a comprehensive understanding of the union Collective Agreement; attend appeal (or grievance) meetings as required
- Assist in ensuring balanced budget related to waste management operations, such as participating in the preparation and monitoring of the department expenditures to ensure compliance with approved budget
- Perform weekly, monthly, annual health and safety inspections, as required by applicable laws and municipal policies
- Follow procedures as designated by corporate policies, environmental permits, the Occupational Health & Safety Act, Ontario Environmental Protection Act, Ontario Fire Code, Ontario Building Code, and Electrical Safety Authority
Operations:
- Ensure municipal waste collection is operated in a safe and efficient manner
- Respond to spills promptly and effectively, limiting spread and environmental impacts
- Ensure all equipment logs and work records are completed and reviewed
- Act as a by-law enforcement officer related to waste management facility operations and curbside service delivery
- Assist in developing, reviewing, and evaluating contracts, agreements, quotes, and tenders
- Administer contracts and inspect vendor performance
- Review/authorize invoices and confirm job costing accounts
- Communicate and negotiate with various suppliers, contractors, government agencies and business contracts for the delivery of services
- Prepare, manage, and negotiate service agreements and/or memorandums of understanding with partner organizations to enhance solutions available for the public in managing waste
Asset Management:
- Review and assess Municipal waste management assets for preventative and predictive maintenance
- Ensure all vehicles, equipment and machinery are maintained in good safe working order, complete with record management
Customer Service:
- Liaise with the public on behalf of the Municipality during fieldwork to ensure high quality customer service
- Respond effectively to issues, concerns, and requests from customers, operators, and internal departments relating to municipal waste management operations, including CRM cases
- Maintain effective relationships with customers, community partners, and government agencies
- Investigate and recommend service and collection improvement plans beyond the scope of maintenance needs to supervisory team
Essential qualifications
- College diploma or university degree preferably in a waste management or related program, with four (4) years of related experience with increasing responsibilities
- Experience operating curbside waste collection is a significant asset, preferably in a supervisory role
- Experience working in, or supervising, a unionized environment
- Ability to operate and train staff on heavy equipment such as, rear-loading collection truck, loader, backhoe, and miscellaneous tools and equipment
- Working knowledge with Occupational Health & Safety Act and the Ontario Environmental Protection Act
- Experience assessing and analyzing waste collection performance metrics
- Experience identifying and resolving issues with heavy equipment such as collection trucks and compactors
- Experience managing vendors and working with contractors and consultants
- Experience in maintaining a balanced operating budget
- Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) or similar programs
- Working knowledge JD Edwards or other similar financial programs, an asset
- Working knowledge of Microsoft Dynamics, a Customer Relations Management (CRM) system (or other similar programs), an asset
Other qualifications
- DZ licence, or the ability to obtain one, is a strong asset
- Municipal experience, an asset
- Waste management courses, as asset
- Experience in transfer station operations, an asset
- Knowledge of the Ontario Fire Code, Ontario Building Code, and Electrical Safety Authority, as asset
Work environment/hours of work
- This position works both indoors and outdoors
- This position works Mondays to Fridays, with occasional evenings and weekends, and on-call after hours including on off-days
Driver’s licence/vehicle requirements
Because of the responsibilities, this position requires the successful candidate to have a valid class G (prefer a DZ or higher class) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years.
Background check requirements
Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: Police Criminal Record Check, education/certification verification and employment reference check.
Essential physical and/or safety requirements
- Steel toed safety shoes and hard hat for various job sites
- Walking: frequent walking on level surface (attending various municipal transfer stations; unlevel surfaces – unpaved grounds)
- Sitting: frequent sitting in a chair, vehicle seat (vehicle operations, office work like responding to emails, processing invoices, attending meetings, drafting reports, etc.)
- Lifting: frequent carrying (up to 4.05 kgs or 10 lbs) (transporting contract documents, carrying personal case to meetings, which contain documents, contracts, etc.)
- Standing: frequent standing inside, outside (office, transfer stations, other work sites)
- Reaching: frequent lifting below shoulder, forward, handling (up to 4.55 kgs or 10 lbs) (reaching in and out of pickup box, filing cabinet)
- Hands: frequent gripping, mousing; constant fine finger dexterity (movement) (using smart phone, keyboard, computer, writing reports, authorizing invoices, responding to computer requests, including CRM, emails, etc.)
Benefits
This permanent full-time position has an annual salary of $74,637 to $84,373 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements. Following successful completion of a 3-month waiting period, candidates will also be entitled to a comprehensive group benefits package.
