General Description
Reporting to the Director of Engineering & Operations, the Team Lead, Infrastructure & Operations leads the day-to-day operation and maintenance of LTFN's infrastructure, facilities, and housing stock — on and off reserve. As a working team lead with a technical or engineering orientation, this role oversees housing tenant management and home maintenance, facility and grounds upkeep, roads and seasonal operations, solid-waste and recycling services, wood supply, and water and wastewater operations, ensuring safe, reliable, and regulatory-compliant service delivery.
Key Responsibilities
Housing tenant management & maintenance
- Manage housing tenant relations and the regular operation and maintenance of homes on and off reserve — repairs, unit turnovers, and preventive maintenance.
- Respond to tenant service requests and coordinate housing maintenance scheduling.
Facilities, grounds & roads
- Maintain community facilities, lawns, and parking lots.
- Maintain roads and ditches and lead snow and ice management.
Waste, recycling & wood supply
- Operate and oversee solid-waste management and the recycling program.
- Coordinate the community wood-supply program.
Water & wastewater
- Oversee the operation, monitoring, and maintenance of water treatment and distribution and wastewater systems.
- Ensure compliance with regulatory and public-health requirements, including sampling, reporting, and EOCP certification standards.
Crew leadership, assets & emergency response
- Supervise, schedule, and coordinate the operations and maintenance crew, including daily work planning and task assignment.
- Maintain asset-management and work-order data through the Nation's maintenance management system.
- Participate in an on-call rotation, lead the response to infrastructure emergencies, and integrate newly built assets received from the capital team.
Health, safety & reporting
- Create and enforce standard operating procedures and lead regular safety talks.
- Track and report operational performance to the Director (uptime, compliance, work-order completion).
Qualifications
Education & credentials
- Bachelor’s degree in civil engineering or a related engineering discipline.
- Registered as a Professional Engineer (P.Eng.) with Engineers and Geoscientists BC (EGBC), or immediately eligible for registration (including P.Eng. licensure in another Canadian jurisdiction with eligibility to transfer), is an asset.
- Project Management Professional (PMP) designation is an asset.
- Water/wastewater operator certification through the Environmental Operators Certification Program (EOCP) or the ability to obtain it within a defined timeframe, or a demonstrated ability to lead EOCP-certified operators.
Experience
- Minimum 5 years of experience in infrastructure, public works, utilities, or housing operations and maintenance, including lead-hand or supervisory experience.
- Water and wastewater systems experience; housing maintenance or property operations an asset.
- Municipal or First Nation community civic operations experience are an asset.
Knowledge, skills & abilities
- Solid knowledge of operations and maintenance practices and equipment operation, and the ability to read plans and specifications.
- Familiarity with maintenance-management / work-order systems.
- Strong commitment to health and safety; sound judgment and problem-solving under pressure.
- Effective crew supervision, tenant/customer service, and clear communication.
Assets
- Experience working with or for First Nations communities.
- First aid, confined space, and traffic-control certifications.
- Class 3 driver's license, or willingness to obtain.
Working Conditions
- Combination of field-based work (physically active, outdoors in all weather) and some office/coordination time.
- Participation in an on call / emergency rotation.
- Valid BC driver's license required (Class 5; Class 3 an asset).
- OT eligible.
- Must have positive criminal record check including vulnerable sector
