The Proposal Manager will support the growth objectives of the business through their involvement in all phases of the Business Acquisition Process (BAP), including the management, development and delivery of compliant and winning proposals, and related new business development responses to customers.
Key Responsibilities
- Support new business acquisition and develop capture strategies and actively lead essential activities (i.e. colour teams, competitive assessments, Price-to-Win, etc.) within the cradle to grave lifecycle of a Defence pursuit
- Lead proposal response efforts for all LOI/RFI/ITQ/DRFP/RFP in accordance with Arcfield’s Business Acquisition Process, Shipley Methodology, and industry best practices to ensure a high capture rate of new business
- Provides guidance to a diverse team of cross-functional proposal personnel.
- Manages proposal schedules and deadlines, develops proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan.
- Shapes and drives integration of win themes and discriminators into proposal deliverables, ensuring capture artifacts and customer values are incorporated for a winning proposal.
- Supports bid approval team reviews and manages the disposition of review comments.
- Conducts regular proposal status meetings and is responsible for managing actions to closure.
- Instructs volume leads to ensure messages are consistently integrated across all volumes.
- Works collaboratively with the proposal team throughout the proposal phase to develop, refine and execute the win strategy.
- Support business gate reviews as needed.
Required Qualifications
- Bachelor’s degree and a minimum of 5 years of prior business development, capture management, proposal or program management experience in the defence industry.
- Must have a minimum of 5 years of experience in shaping a strategy that has led to successful program wins.
- Proven ability to lead complex teams.
- Previous experience managing and developing proposals for large scale Government products and services of a minimum of $10 million.
- Possess appropriate political acumen to successfully present compelling cases to a variety of internal and external stakeholders.
- Excellent written and verbal communication skills.
- Demonstrated skills in team building and leading through influence.
- Knowledge of in-service and integrated logistics support requirements for military fleets (air or naval fleets)
- Thorough understanding of Canada’s Defence Strategy, Buy Canadian and Industrial and Technological Benefits Policy.
- Detailed knowledge of Federal Government Contracting and Procurement and associated processes, particularly within the Department of National Defence.
- Experience in SalesForce or other CRM applications.
- Ability to travel.
- Must be eligible for government security clearance
Preferred Qualifications:
- Successful completion of an MBA from a recognized University is an asset.
- Previous working experience in the defence and aerospace industry.
- Knowledge of in-service/sustainment and integrated logistics support requirements for military aircraft.
- Bilingualism (French and English) is an asset.
