Manager, Supply Chain Management

Primary Purpose of Position
The Manager, Supply Chain Management (SCM) is responsible for leading procurement and supply chain operations supporting Facilities, Production Operations, and all corporate portfolios while ensuring alignment between local business execution and Head Office (HQ) strategic direction. The Manager, Supply Chain Management reports directly to the Director, SCM and will be based out of Sinopec Canada’s head office in Calgary, Alberta.
The role is a hands-on working leadership position providing operational leadership and governance to ensure effective delivery of sourcing, contracting, supplier management, and supply chain services but also applying category management and procurement for any portion of the work portfolio assigned. The team conducts procurement and supply chain activities across Operations and Maintenance, Production and Facilities projects, Drilling and Completions as well as the Abandonment and Reclamation projects (ARO). The position plays a critical role in maintaining operational continuity, driving cost optimization, strengthening supplier performance, and enhancing collaboration between senior leadership, HQ stakeholders, and local teams.
Roles and Responsibilities
People Leadership & Organizational Effectiveness
- Provide leadership, coaching, and performance management to the SCM team.
- Develop team capability through mentoring, knowledge transfer, and professional development.
- Promote collaboration, accountability, and operational excellence within the SCM organization.
- Foster a respectful, transparent, and high‑performance team environment.
- Act as a trusted escalation point for team and operational concerns.
- Promote a culture of continuous improvement by identifying risks, driving process enhancements to boost efficiency, and applying lessons learned to strengthen organizational knowledge.
- Strengthen SCM capabilities by promoting best practices in sourcing, contracting, and category & supplier management.
- Support the Director, SCM in preparing executive updates, briefings, and responses to senior leadership
Operational Supply Chain Management
- Lead and oversee daily SCM and procurement operations to support safe, reliable, and efficient business activities.
- Ensure continuity of supply of materials, equipment, and services required by Facilities and Production Operations.
- Establish consistent procurement standards, workflows, templates and governance.
- Act as the senior operational authority for SCM processes and issue resolution.
- Support business planning, scheduling, and execution of supply chain activities.
- Translate HQ directives into practical local execution strategies.
Strategic Sourcing and Category Management
- Analyze expenditure and market intelligence across categories including Drilling & Completion, Well Services, ARO, Surface Facilities, Operations and Maintenance.
- Conduct and lead end to end sourcing initiatives, major RFx events, evaluations, and negotiations across major spend categories. Ensure consistent application of competitive bidding methodologies and contracting strategies.
- Manage long term service agreements and key supplier relationships, support supplier development and performance improvement. Establish and maintain categorized MSAs to improve supply reliability and flexibility.
- Negotiate commercial terms to optimize pricing, value, and risk management.
- Drive cost optimization through category strategy, vendor consolidation, and demand management.
Governance, Compliance & Stakeholder Alignment
- Ensure procurement activities comply with corporate policies, regulatory requirements, and ethical standards. Collaborate with Legal to ensure contractual compliance and risk mitigation.
- Maintain strong governance over contractor management practices
- Deliver on specific KPIs and reporting on supplier performance, cost savings, contract status, and service levels.
- Strengthen cross-functional alignment with Engineering, Drilling, Operations, Finance, and all corporate functional teams.
Position Knowledge, Skills and Experience
- Minimum 15 years progressive Supply Chain Management experience in the oil and gas industry.
- Minimum 8 years of leadership experience managing procurement or sourcing teams.
- Proven proficiency in sourcing, contracting, category management and managing supplier performance.
- Extensive experience in facilities and operations sourcing, contracting, and vendor management.
- Proficiency with SAP Ariba, Ivalua or similar SCM systems.
- Strong negotiation, communication, and analytical skills contributing to effective commercial and financial acumen.
Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Finance, or related discipline is ideal however significant business experience will be equivalently considered.
- PMP, SCMP, or equivalent professional designation is preferred.
- Bilingual proficiency in Mandarin and English (written and verbal) is preferred.
- Must be legally entitled to work in Canada.
