Salary Range $100,000 to $135,000 Annually

Job Description
Directs and oversees the Program Management Office (PMO) to ensure programs and projects meet organization goals and requirements. Develops and implements PMO processes and policies, directs project management staff, and works with other department leaders to define, prioritize, and develop projects and programs. Manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.
- Manage, oversee, track, and update large complex projects, including the schedule, risks, and deliverables
- Leading the operation team, (civil, locate, and splicing teams.) we well as the PMO office.
- Provide support to the project team and manage all required aspects of the project including documentation
- Work with project team to ensure successful delivery for the project
- Develop project plans that identify resource, time, and budgetary needs
- Host project meetings with team, managers, and stakeholders
- Provide feedback, advice, project updates and encouragement to team members
- Manage deadlines and push the team to ensure timeliness
- Track project milestones and assist in project acceptance
- Working with the client representatives and in partnership with other project managers to develop integrated plans
- Managing deliverables and dependencies that cross multiple in-flight projects
- Developing and presenting dashboards, reports, and other project management collateral
- Proactively identifying risks and issues pertaining to the assigned work package, developing mitigation options, and presenting these to the overall Project Champions and the Portfolio Team
- Establishing trust with vendors, stakeholders, and peer groups across ministries through effective relationship management
- Creating or supporting the development/ updating of project artifacts, associated documentation, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs), etc.
- Developing complex network implementation and or transition and migration strategies with cross stream dependencies including vendor activities
- Managing large-scale, complex, integrated project plans
- Mentoring staff
- Project experience is critical
- Financial management is a must
- PMP is preferred.
Project Manager/Leader- Mandatory Skills
- In-depth knowledge of, and direct experience applying, advanced project management tools, techniques, and methodologies to large-scale, complex, high-value projects
- Leadership aptitude: able to operate tactically and strategically, building relationships within the team and with key stakeholders
- Knowledge of telecommunications systems FTTH Process
- Excellent communication and organizational skills
- Problem solver: ability to quickly identify and analyze risks, issues, and problems, develop mitigation options and make appropriate recommendations for resolution
- Experience facilitating effective meetings; creating and maintaining associated documents including minutes, action items, risk logs, critical path, etc.
- Superior consultation, negotiation, and relationship management skills; able to create a positive team environment
- Proficiency in creating and managing project schedules using MS Project and Excel, developing/ assessing process flows, Visio, and establishing/ reviewing/ updating key performance indicators (KPIs)
- 7+ years of experience in project management
- 3+ years of demonstrated experience in managing large scale telecommunication infrastructure projects

- A professional who can work without immediate direction while successfully informing management of required support (when needed)

- Experience leading portfolio level planning sessions involving multiple projects and working across teams to achieve project goals
