Friends of Ruby supports 2SLGBTQIA+ youth aged 16–29 through mental health services, social programs, and housing. We operate a Youth Centre offering barrier-free counselling, case management, and community programming, alongside a Transitional Home providing emergency and long-term housing with life-skills support. Our work is rooted in intersectional, anti-oppressive, and decolonized approaches, and we are committed to treating everyone with dignity, respect, and inclusion.
The Senior Manager of People & Culture is a key leadership role responsible for leading the day-to-day delivery of the People & Culture function, overseeing talent management, organizational development, compensation and benefits, HR policy design, employee relations, internal communications, and culture and equity initiatives across the organization. Working closely with the VP, Strategy & Transformation and organizational leaders, and cross-functional departments, the role supervises a team of 3 and serves as a trusted strategic advisor who builds and strengthens workforce effectiveness, balancing compliance with care by supporting employee wellbeing, and fostering a workplace culture rooted in equity, inclusion, accountability, and continuous learning.
About the Role
As a Senior Manager, People & Culture, you will:
- Recommend approaches to organizational structure and development (e.g. structure reviews and workforce planning) to leadership, in alignment with the organization’s strategy, managing communication and implementation of these initiatives.
- Develop, review, and update HR policies and procedures with a focus on equity, accessibility, and trauma-informed practices, ensuring compliance with legislation and alignment with best people management practices.
- Partner with the leadership team to shape culture, embed core values, develop staff competencies, and build leadership capability across the organization.
- Lead the full talent lifecycle and employer branding to attract, develop, and retain a high-performing workforce.
- Develop and track People & Culture metrics (retention, engagement, turnover, diversity) to measure impact and inform decision-making.
- Lead employee relations and workplace culture initiatives by advising leaders on complex people matters, coaching managers, guiding conflict resolution and workplace investigations and delivering learning programs that foster an inclusive, respectful, and supportive work environment.
- Oversee the People & Culture budget, compensation and benefits administration, payroll collaboration, and HR systems to ensure operational excellence, regulatory compliance, data integrity, and informed organizational decision-making.

Required Credentials
- Post-secondary education in Human Resources, Business Administration, or a related field (CHRL designation strongly preferred).
- Supervisory experience with demonstrated ability to lead, coach, and develop a team.
- Deep working knowledge of Ontario employment legislation (ESA, Human Rights Code, OHSA, privacy, and accessibility laws).
- Experience designing and implementing HR policies, systems, and processes from the ground up.
- Proven track record of managing complex employee relations cases with sensitivity and sound judgment.
- Experience with compensation reviews, pay equity analysis, and job evaluation frameworks.
- Strong proficiency in HRIS systems.
- Demonstrated commitment to advancing diversity, equity, inclusion, and accessibility in the workplace.
