- Lead the interpretation and application of collective agreements and provide guidance on grievances, progressive discipline, displacement and other labour relations matters.
- Build constructive relationships with union representatives and represent GVCSS in grievance resolution meetings and third-party proceedings, as appropriate.
- Lead and support workplace investigations and complex employee relations matters.
- Oversee HR programs and services including recruitment and onboarding, compensation and classification, performance management, training and development, occupational health and safety, HR systems and employee records.
- Provide leadership and oversight for attendance and disability management, workplace accommodations, return-to-work processes and WorkSafeBC claims.
- Collaborate with Finance on employee benefits and provide HR guidance and support to employees as appropriate.
- Lead, coach and support a small HR team of two, establishing priorities and ensuring responsive and effective HR service delivery.
- Develop and maintain HR policies, procedures and practices, ensuring compliance with legislation, collective agreements and organizational requirements.
- Identify opportunities to strengthen HR systems, processes and the overall employee and leader experience.
- Participate in leadership discussions and organizational initiatives, bringing an HR and people perspective to planning and decision-making.
WHAT YOU BRING
- A bachelor's degree in Human Resources, Business Administration or a related discipline, or an equivalent combination of education, training and experience.
- At least five years of progressively responsible HR experience, including experience at a senior generalist or HR management level.
- Significant experience in a unionized environment, including collective agreement interpretation, grievance management and labour relations.
- Broad HR generalist experience across employee relations, recruitment, performance management, disability management, policy development and HR operations.
- Experience advising senior leaders and managers and leading or providing direction to HR staff.
- Strong knowledge of employment and labour relations legislation and contemporary HR practices.
- Sound judgement and the confidence to independently manage complex and sensitive HR and labour relations matters.
- Strong leadership, coaching, investigation, problem-solving and conflict-resolution skills.
- Excellent written and verbal communication skills.
- The ability to balance strategic priorities with hands-on operational requirements in a complex and changing environment.
- Experience in healthcare, community services, social services, non-profit or another complex multi-site environment is an asset.
