Due to a vacancy, The Municipality of Grey Highlands is presently receiving applications for the position of Public Utilities Operator. Reporting to the Public Utilities Team Leader, the incumbent performs duties as directed to ensure safe clean drinking water and the safe disposal of the wastewater for the residents of Grey Highland’s. Provides frontline operational support for construction, maintenance, repair, and emergency service measures.
MAJOR RESPONSIBILITIES
Safely maintains public utilities infrastructure and facilitates effective service delivery. This includes, but is not limited to:

Use a variety of mechanical and technical expertise for operating vehicles, machinery, and tools for the proper maintenance, repair, and operation of municipal water and sewer systems.

Ensure safe utilities for the public via the monitoring of quality utilities standards (collecting samples, analysis sample results, reports, documentation, chemical adjustments, etc).

Maintain equipment and various aspects of the system to ensure it is in good operational condition for safe use.

Responsible for the duties of safe construction while working with contractors on the installation of water and sewer mains and connects services to serviced lots.

Respond to emergency calls (alarms, storms and main breaks/backups) to restore public utilities to pre-emergency conditions.
-
Communicate with the public in a tactful and courteous manner.
-
Notify Team Leader if problems cannot be corrected by usual maintenance and repairs. Especially those that require system shut down in the interest of protecting the public's health and safety.

Responsible for operation, maintenance, and sampling of the UV systems at all municipal building that are open to the public and not on a Municipal Water System.
-
Report and record asset maintenance needs or repairs to team leader or manager in support of asset management. Assist with the maintenance of asset inventories and databases, as required.

Perform other duties as assigned in accordance with corporate objectives.
Develops and maintains good working relationships with Council, staff and the public which includes:

Complying with all office procedures.

Attending meetings.
-
Participating in resolution of delivery service issues.

Communicating ideas, suggestions, and procedural changes which may assist the
-
organization.

Assisting where and when needed during staff shortages and/or emergency situations.

Responding to public enquiries in a timely manner.
Responsible, as an employee, for health & safety under the Occupational Health & Safety Act (OHSA). This includes, but is not limited to:
-
Working safely within the law and safe work practices/procedures (understanding and following standard operating procedures, wearing personal protective equipment, using MSDS information, ensuring all guards are in place).

Immediately reporting unsafe acts, conditions, or contraventions of the OHSA to a supervisor, the JHSC, or a Health & Safety representative.
-
Maintaining a clean, orderly work area and not indulging in horseplay.
KNOWLEDGE AND SKILLS
Education and Experience:
-
A post-secondary education in Environmental Sciences, or other related discipline, accompanied by a current recognized Class 1 Certificate in Water treatment, Water Distribution, Wastewater Treatment and Sewage Collections Systems.

A minimum of two (2) years experience in public utilities, preferably within a municipal setting.

Valid G Driver`s License. A valid DZ license would be considered an asset.
Work Requires:
-
A working understanding of all applicable legislation, by-laws, and policies related to public utilities in a municipal setting (including, but not limited to Ontario Regulations for drinking water and wastewater, the handling of hazardous waste, chemicals and raw sewage).

Working knowledge of construction and maintenance of all aspects of water and wastewater systems including pumps, mixers, chlorine analyzers, etc.

Ability to establish effective working relationships and use good judgment and initiative when dealing with coworkers, supervisors and the public.

Ability to provide timely and courteous customer service.
-
Good judgment and initiative and the ability to follow directions.
-
Must be able to work independently and as a member of a team.
-
Basic computer literacy and Microsoft Office skills.

Must be able to perform utility locates including Water, Sanitary and Storm sewers, Municipally owned hydro.
Work occurs working inside and outside of the plant, as well as underground and in trenches in all weather conditions. Work involves a substantial amount of heavy lifting (35-50 lbs), carrying, crawling and climbing. A high degree of mental alertness is required to ensure the safety of self and others as working with hazardous chemicals, buried hydro lines, confined spaces raw sewage gases, and unpredictable traffic is required. Hours of work are scheduled within the core operating hours of 7:00 A.M.- 3:30 P.M., seven days a week, on a rotating schedule. Working emergencies, on call, holidays, weekends and overtime is required. Travel is required to various locations.
