The purpose of this position is to provide leadership and manage the delivery of early learning and child care coaching support to staff working in designated Early Years Centres, publicly funded Pre-Kindergarten Programs and licensed early learning and child care centres, including school-aged programs. This position will be responsible for administration of government assigned quality enhancement tools in publicly managed centres. The position will lead workforce professional development, including the monitoring of professional development needs and delivery of annual in-service to directors and staff working in Early Years Centres and Pre-Kindergarten Programs. This position will provide expert advice to the Director of Early Childhood Development and Assistant Deputy Minister of Early Years.
Duties will include but are not limited to:
- Leads and manages the day-to-day operations of the quality and workforce development section;
- Provides pedagogical leadership, direction, supervision, guidance, and assistance to the Early Childhood Coaching team;
- Supports staff to develop continuous learning strategies and to pursue ongoing professional development;
- Ensures direction of the section is research and evidence based and responds to the needs of the centre directors and educators;
- Supports staff to develop continuous learning strategies and to pursue ongoing professional development;
- Provides policy recommendations on the development and delivery of curriculum and program enhancement;
- Responsible for development and delivery of in-service to Early Years Centre and Pre-Kindergarten staff;
- Conducts periodic reviews of all Early Years Centres to determine alignment with the Early Years Centre criteria;
- Reports to Director and Assistant Deputy Minister any Early Years Centre that has consistent/significant non-compliance with criteria, thereby initializing a review of Early Years Centre designation;
- Consults and works closely with the Divisional Leadership Team, Management Team, staff, other provincial government departments and sector stakeholders to plan, develop, implement, and communicate divisional curriculum and program initiatives;
- Maintain provincial and national contacts in the Early Learning and Child Care Sector;
- Represent department on Provincial and National committees, as identified by Director (i.e Advisory Committee for Early Learning and Child Care at Holland College);
- Responsible to ensure all applications to the Quality Enhancement Funding Program are complete;
- Provide approval for Quality Enhancement Grant applications;
- Other duties as required.
Minimum Qualifications:
- Master’s degree in early childhood education or child study, or related Master’s degree or an Undergraduate degree in early childhood education or child study, or related degree with extensive experience in early years.
- Extensive experience in a licensed early childhood development program, i.e. Early Years Centre, Early Childhood Centre.
- Extensive knowledge in child development, some experience and knowledge with interpreting legislation.
- Must hold or be eligible to hold PEI Certification as Early Childhood Educator.
- Considerable experience in developing children’s programs for infants to school age.
- Proficiency in oral and written communication skills, facilitation skills, interpersonal relations, organizational abilities and team-building skills are necessary.
- Training and experience in supervision/management of employees.
- Strong organizational, analytical, problem-solving and time-management skills, with a proven ability to problem solve and make decisions.
- Skills in developing new and innovative approaches and the ability to work collaboratively with other sectors in this work.
- Proficiency in computer use with experience in word processing, presentations, basic accounting practices, data base management, spreadsheets and email.
- Satisfactory Criminal Record Check.
- Valid driver’s license and access to a reliable vehicle.
Other Qualifications:
- Bilingual would be considered an asset.
