Who we are
KCE Construction has been building Ottawa's underground since 1981. For 45 years we've specialized in municipal sewer, water, and site servicing — the sanitary, storm, and watermain work that keeps the city running. We work for the City of Ottawa, surrounding municipalities, and the region's top general contractors. We're a tight, hands-on team with a simple reputation: we answer the phone, we show up fast, and we solve problems on site.

The role
As our Junior Project Manager, you're the person who keeps our jobs moving. You'll work alongside our senior project managers, estimators, and field crews to make sure every project has what it needs — permits in hand, locates cleared, materials on site, and everyone in the loop — before and during construction. You'll start by owning the coordination that keeps projects on track, and take on more as you grow. It's a real seat with real responsibility, and it's a launching pad: we promote from within, and we're building the next generation of leaders here.
What you'll do
- Coordinate Ontario One Call locates, road occupancy and road-cut permits, and traffic control plans so crews can start clean
- Handle resident and business notifications and stakeholder communication ahead of and during work
- Order and track materials and deliveries to keep crews productive
- Process submittals, shop drawings, RFIs, and track addenda
- Maintain daily reports, quantity tracking, and documentation for progress draws
- Coordinate with City PMs, inspectors, utilities, and subcontractors
- Support the PM and estimating team on active sewer, watermain, and site servicing projects
- Help keep job-readiness gates green — locates, permits, traffic control, materials, access
- Keep field documentation flowing — photos, daily reports, and as-builts
What you bring
- A civil engineering technology or construction management diploma, or equivalent field/site experience
- Strong organization, clear communication, and follow-through — you close loops
- Comfort with Microsoft Office and a willingness to learn our project software
- A valid Ontario G driver's licence
- Legal authorization to work in Canada
Nice to have
- Municipal underground experience — sewer, water, or site servicing
- Familiarity with City of Ottawa permitting and inspection processes
- Experience with Bluebeam Revu or project management platforms
- Knowledge of Ontario One Call, traffic control, or erosion and sediment control

Pay: $70,000.00-$105,000.00 per year
