Context
The Ontario Aboriginal HIV/AIDS Strategy (Oahas) is an Indigenous-led organization committed to promoting and supporting healthy, thriving Indigenous communities through providing culturally grounded education and access to harm reduction to reduce the transmission of HIV and other STBBIs in our communities. Oahas operates based on the principles of Greater Involvement of People living with HIV/AIDS (GIPA), Meaningful Engagement of People living with HIV/AIDS (MEPA), “nothing about us without us”, Indigenous harm reduction, and respect for our cultural knowledges and teachings. These foundational principles guide all aspects of our relationships and work.
Summary
We are looking for an experienced human resources professional to lead, manage and administer all aspects of human resources on behalf of the organization. This position supports capacity building across our people and all aspects of our organizational culture. The Director, People & Culture is instrumental in leading and advancing the implementation, maintenance and ongoing development of Oahas’ human resources capacities and activities. Areas of focus for this position will be developing and implementing a cohesive human resources strategy; developing and leading staff workplace learning, and organizational development strategies based in cultural knowledges and approaches; modernizing our payroll administration system; and leading key education and training activities on behalf of the organization.

Specific Accountabilities
Strategic Leadership
- Promotes and demonstrates, through example and consistent behavior, the vision, mission, and values of the organization.
- Highly knowledgeable of Oahas policies and procedures, ensures that organizational learning and knowledge transfer of Oahas values, policies and procedures are incorporated into onboarding, and supported through ongoing agency-wide understanding and consistent application; support organizational efficiency goals.
- Lead, staff performance reviews, conducting 360° reviews, and (co-) leads staff engagement strategies to identify organizational trends and areas for training, leadership development and succession planning.
- Provides strategic consultation to all staff on conflict resolution procedure and processes, and on human resources matters on behalf of the organization.
Recruitment & Offboarding Administration
- Prepares job descriptions, postings and advertising campaigns.
- Prepares and updates interview protocols, interview schedules and communications, and ensures all interviews are conducted by appropriate management team members. Ensures required reporting is documented.
- Prepares and maintains onboarding and offboarding protocols, providing direct supports and leadership for supervisors leading onboarding.
- In collaboration with Director, Operations & Administration, ensures procedures are in place for equipment and device issuance/return at all sites, and that staff are equipped for work as required.
- Leads responsibility to ensure exit interviews are conducted and devices/equipment and Oahas property is returned at termination.
Workplace Learning and Organizational Development
- Leads all staff onboarding in collaboration with supervisors, all staff 3-month evaluations to best ensure job readiness and setting staff up for success.
- Provides consultation and support to supervisors to advance mitigation and early intervention strategies to support employee performance.
- Leads formal complaints related to any Oahas staff / HR policies on behalf of organization (internal and external).
- Leads content development and planning for, and shares implementation of content for annual organization-wide capacity building and brings forward creative skills-building opportunities. Includes integrating input and feedback from Senior Management Team, and staff team members. (Please note this position is not responsible for organizing the event logistics, only content and ensuring there are appropriate facilitators.)
Payroll and Benefits Administration
- Joint Payroll Administrator, ensures critical function backup is supported with appropriate training tools in collaboration with Director, Finance.
- Responsible for ensuring all administrative aspects of payroll are completed and entered into appropriate records (biweekly pay run information) including enrolment and termination of staff, pay rate changes or paid time off and issuing ROE.
- Issues T4s (ADP) & T4As (for non-staff personnel and consultants and contractors).
- Responsible for reviewing timesheets and ensuring accuracy in information is available for processing payroll.
- Is the Group Benefits Administrator: enroll/terminate/update staff on benefits; liaise between staff and benefits broker; conduct regular review of benefits plan (with ED), issues referrals to additional disability services.
- Is the critical back up for Director, Finance related to RRSP administration.
- Ensures staff have access to WSIB and other provincial/federal employment information, e.g. ESA.
Adherence to external regulatory bodies – Regulatory oversight
- Ensures appropriate records-keeping and HR documentation are in place for all employees.
- Works with external HR consulting firm and legal counsel for technical communications and services related to staff investigations, staff performance improvement plans, terminations.
- In conjunction with the Director, Operations & Administration, participates in the development and implementation of Joint Health and Safety protocols, and provides advice and direction on standards and requirements for workplace health and wellness.
- Leads, Incident Report completion, and follows up with medical professionals and other official bodies as required on behalf of the organization.
Planning, Development Research and Evaluation
- Oversees and ensures the development of procedures that adhere to Board approved policies.
- Leads development, analysis and evidence-based recommendations for action to develop and implement Oahas human resources needs, including a human resources strategy on recruitment, retention and succession planning.
- Leads administration and management of human resources tools, software and applications, including recommendations for improvements as needed.
- Refinement and ongoing improvements to performance review tools in collaboration with the Management Teams.
- In conjunction with Director, Finance, the position is responsible for planning, implementing, and assessing suitability of the payroll administration system, and implementing improvements as needed.
Qualifications and Skills
Required Qualifications
- Designation/certification in human resources is required. Along with designation, the ideal candidate will have 3-5 years of experience as a Human Resources director/ manager or Director/Manager of People and Culture, with demonstrated experience with an Indigenous organization.
- Competency and deep understanding of Indigenous cultures and ways, teachings and history. Ideally, you are someone along on their personal journey .
- Proven experience in developing, delivering and evaluating professional training, adult education and community-based knowledge sharing – demonstrated expertise as a facilitator and educator.
- Strong knowledge of standard HR practices and Ontario Employment Standards Act are critical.
- Excellent interpersonal and people management skills including demonstrated ability to lead, coach, and motivate staff.
Preferred Qualifications
- Passion for nurturing culturally appropriate, community participation and modelling effective leadership within the Indigenous communities.
- Proven experience in non-profit management or similar field, along with ability to build trust, collaborate with others, and influence positive outcomes.
- Experience working within the non-profit sector, including community-based, social services, health or cultural services, understanding of harm reduction principles is an asset.
