Position Title: Manager, Investigations & Emergency Response
Reports to: Director, Investigations & Emergency Response
Classification: Non-Union

Position Summary: The IER Manager will work closely with the Director of IER to facilitate and ensure the successful operation of the IER Department. This will include assisting the Director with administrative and employee functions, including overseeing staff as well as responsibility for monitoring and ensuring compliance of reporting, training and protocols.
The Manager, IER is a member of the management team and is required to regularly interact with WHS management, staff, and volunteers in all departments, as well as external clients, including other agencies.

RESPONSIBILITIES SPECIFIC TO THE JOB LEVEL
Leadership
· Provide team members with positive coaching and feedback, building a work environment which reflects the WHS values and culture.
· Create a friendly and professional environment to enhance courteous service; ensure clean, attractive, and organized work areas.
· Train, direct, and supervise staff; delegate duties when applicable.
· Provide coaching to develop staff, using clear and constructive feedback and additional training as needed to enhance each individual’s performance.
· Schedule staff and ensure accurate record keeping for payroll purposes.
· In collaboration with Directors or direct report, coordinate and facilitate performance conversations for all employees within the team, per established standard.
· Support the Director or direct report with recruitment, interview, and selection of new employees.
· Be guided by and guide by empathy and being trauma informed with a harm reduction lens for true community service.
RESPONSIBILITIES SPECIFIC TO THE ROLE
Operational and Administrative Management
· Maintain daily review of IER reports, electronic transmissions, and WHS forms and paperwork that support the actions and activities of the department in carrying out the goals and required duties of IER, communicate with staff members any deficiencies in communication pathways, and ensure documents and paperwork are accurately stored and filed.
· Maintain strict confidentiality with all documentation, photos, Casework information as a requirement of the role.
· Liaise with the Province of Manitoba Animal Welfare Department as needed.
· Assist the Director, IER with the creation and communication of departmental policies & protocols to IER and/or affected WHS departments.
· Scheduling and payroll including coordinating and approving vacation for staff.
· Coordinate internal and external Training for staff as determined by the Director, IER maintaining records, certificates and manuals for the department and individual staff members.
· Oversee vehicle maintenance scheduling appointments for regular services and special circumstances.
· Ensure IER equipment including, phones, software applications, and monitoring devices are in proper working order and calibrated as required. In addition, manage the flow of office supplies to ensure successful daily task(s) completion.
· Manage Uniform issue to IER staff in compliance with the Collective Bargaining Agreement and ensure proper documentation identifying staff recipient for items is recorded and submitted for payment through WHS Finance Dept.
· Maintain IER Office postings including OH&S minutes, Seniority Lists, Schedules, and other important documents.
Human Resource Management
· Identify staff concerns/performance issues and report to the attention of the Director, IER.
· Provide clear and constructive feedback to staff on an ongoing basis.
· Assist Director, IER in conducting annual Performance Conversations and Evaluations.
· Assist in APO status reviews, current & potential.
· Assist in recruiting and hiring departmental (IER) staff and assist in Training New Dispatch Staff as required.
· Coordinate and monitor onboarding & training of new employees with HR Department.
· Liaise with other WHS Departments to coordinate presentations sharing the knowledge of IER Staff to enhance programs and services where appropriate.
· Ensure all IER Staff adhere to a high quality of customer service to internal and external customers.
· Attend training sessions or meetings as assigned by the Director, IER which may include training to receive Animal Protection Officer appointment.
· Ensures staff practices, policies, and service delivery are grounded in ethical, trauma-informed, and compassionate practices.
· Other duties as reasonably assigned
QUALIFICATIONS AND ATTRIBUTES
Qualifications & Experience
The following are mandatory qualifications for this role:
- Bachelor of Social Work (BSW). A combination of education and experience may be considered.
- May be required to obtain and maintain an Animal Protection Officer appointment, subject to approval and availability for the successful completion of provided training and certification.
- Valid Class 5 Driver’s license
- Clear Criminal Record check, Child Abuse Registry Check, with Vulnerable Sector Check
- Minimum of 5-years of progressively responsible experience in social services, community service, crisis response, or another related human-services environment
- Minimum of five-years of direct people management experience, preferably managing a large or complex team
- Demonstrated experience with trauma-informed, harm reduction, and de-escalation practices
- Demonstrated experience managing complex employee relations, and high-conflict, high-risk, or emotionally demanding environments
- Experience leading organizational or cultural changes
- Experience in crisis management, decision making, communication, and relationship building skills
- Experience working with underrepresented populations and complex social issues
The following qualifications are desired and would be considered assets:
- Education in animal welfare or related experience.
- Demonstrated ability to understand and work with a Collective Agreement and Union representatives.
- Experience working collaboratively in a multi-department organization an asset.
Knowledge & Skills
- Knowledge of The Animal Care Act of Manitoba an asset
- Excellent communication skills, both written and verbal; must communicate effectively with management, staff, volunteers, and clients.
- Ability to maintain the utmost confidentiality on all matters pertaining to the WHS.
- Excellent computer skills, including Microsoft Office
- Excellent problem-solving abilities
- Exceptional organizational skills
- Ability to manage numerous projects and timelines with excellent memory retention.
