ROLE OVERVIEW
Reporting to the Vice-President, Programs and Partnerships, the Manager, Programs and Partnerships Development supports CICan’s strategic growth and positioning through the development of domestic and international programs, partnerships, and revenue-generating opportunities aligned with CICan’s Roadmap to 2030 and the renewed Programs & Partnerships platform strategy. The Manager is responsible for identifying, assessing, and advancing strategic business development opportunities that mobilize the expertise of CICan members in support of Canada’s workforce development, innovation, reconciliation, productivity, and international engagement priorities. Working closely with the Directors of Domestic and International Programs, the Manager contributes to the development of large-scale programs and coordinated system-level initiatives that position CICan as a national platform for workforce development, economic partnerships, and innovation. The Manager provides strategic leadership in the identification and development of:

Domestic and international funding opportunities;

Strategic partnerships with governments, industry, foundations, Indigenous organizations, multilateral organizations, and other key stakeholders;

Market access and export support services for member institutions;

International engagement initiatives, targeted missions, and strategic networking activities;

Member-led consortia, sector-based partnerships, and national workforce developmentinitiatives;

New revenue-generating models aligned withCICan’splatform-based approach.
The Manager is responsible for evaluating opportunities to determine alignment with divisional and organizational priorities, assessing organizational capacity to deliver, identifying financial and human resource requirements, and making go/no-go recommendations to the Vice-President.
The position requires the ability to navigate complex and evolving environments while balancing strategic priorities, operational realities, stakeholder expectations, and organizational objectives.
The Manager supervises a team of Senior Partnership Development Officers and works collaboratively with colleagues across CICan to ensure integrated approaches involving programs, government relations, communications, member engagement, and Indigenous initiatives. As a member of the management team, the Manager contributes to organizational strategy, policy discussions, revenue diversification efforts, and the achievement of CICan’s corporate objectives.
KEY RESPONSIBILITIES
Strategic Business Development and Partnerships

Lead strategic partnership and business development activities that supportCICan’sgrowthobjectivesand Programs & Partnerships priorities.

Conduct market intelligence, environmental scanning, and opportunity assessments toidentifydomestic and international funding, partnership, and revenue-generation opportunities.

Cultivate andmaintainstrategic relationships with governments, industry associations, foundations, Indigenous organizations, international partners, funding agencies, and member institutions.

Identifyand advance opportunities that strengthen member participation in CICan initiatives and expand institutional engagement.
Program and Proposal Development

Lead or coordinate the development of strategic proposals, concept notes, funding applications, partnership frameworks, and new business opportunities.

Ensure proposals and initiatives align withCICan’sstrategic priorities, operational capacity, member strengths, and desired system-level outcomes.
-
Support the development and implementation of scalable programs and coordinated initiatives thatleveragememberexpertiseand address national priorities.
Member Engagement and Strategic Initiatives
-
Support the delivery of international engagement activities, market access initiatives, export support services, and targeted missions that create opportunities for member institutions.

Advance member-led consortia, national initiatives, and strategic convening platforms, including sector-based partnerships and workforce development initiatives such as the College Defence Training & Innovation (CDTI) Network.

Foster effective collaboration and knowledge sharing among member institutions to increase participation in CICan-sponsored activities
Leadership and Management
-
Supervise, mentor, and support a team of Senior Partnership Development Officers, ensuring effective work planning, performance management, and professional development.

Assess resource requirements for new opportunities and initiatives, including financial, human, and operational considerations.

Monitor progress against annual work plans and ensure achievement of established performanceobjectivesand expected results
Organizational Leadership and Representation
-
Represent CICan with senior stakeholders, partners, and funding organizations.

Contribute to strategic planning, organizational positioning, policy development, and revenue diversification efforts.

Collaborate with teams across CICan to ensure integrated and coordinated approaches to program delivery and stakeholder engagement.

Support the evolution ofCICan’splatform-based approach to programs and partnerships and contribute to the achievement of organizational goals andobjectives.
MINIMUM REQUIREMENTS
Education:
Graduate from a Canadian post-secondary institution or its equivalent
Experience:
Minimum 5 years relevant experience in:
-
Strategic partnership development, business development, program development, international engagement, or complex stakeholder environments.
-
Proposaldevelopment, partnership building, and strategic initiative development involving multiple stakeholders.
-
Extensive experience in program planning, management, budget development,and control. International program/project management experience using logic model approaches
-
Domestic and/or international program development, funding environments, and partnership ecosystems.
-
Engaging with governments, industry, international organizations, or multilateral partners.
-
Experience in preparing concept papers, proposal development,narrativeand financial reports, where applicable using current GAC, and other development partners’ requirements.
-
Staff supervision and team leadership.
-
Experience engaging in strategic international partnership development, targeted missions, government-to-government engagement, or export-oriented initiatives is considered highly valuable.
Knowledge:

The Canadian college and institute system, including institutional priorities, capabilities,innovationand workforce development roles.

Strong understanding of international business development, international market dynamics, economic partnerships, or trade-related engagement approaches

Communications skills and ability to interact with senior officials of member institutions and other agencies including government, financial institutions and the private sector, and to design and deliver impactful presentations.

COMPENSATION: $107,116 to $129,631
