PRIMARY PURPOSE
Provides strategic planning, development and continual improvement for the infrastructure records management, condition assessment, and pre-project capital planning activities of the CMBC Asset Management Program. Ensures the State of Good Repair of CMBC assets is maintained through strategic planning, and life-cycle management for all CMBC infrastructure, fleet, and related system assets, including asset information/data/records management. Supports the Senior Manager Asset Management in developing the CMBC Asset Management Strategy.
KEY ACCOUNTABILITIES
Develops and implements CMBC asset management standards, plans, and processes in alignment with industrial regulatory principles, standards, leading practices and TransLink enterprise document control and asset management programs. Supports the Senior Manager, Asset Management on the development, execution and periodic review of asset management strategies, plans, and improvement programs.
Oversees the development of the CMBC asset renewal plans and costing. Provides an advanced level of expertise and advice to executives and senior leaders on full asset life cycle cost management. Considers asset reliability, risk and performance management, striving towards the attainment of the Asset Management Program objectives, realization of business outcomes, and financial benefits. Develops and presents reports and analyses related to asset and renewal planning.
Manages the development of the CMBC 15-year capital plan and resulting CMBC capital investment plan, including proposed development, expansion, upgrades, and rehabilitation projects to ensure consistent and aligned support. Liaises with multiple stakeholders across the enterprise including Capital Working Groups, TransLink Strategic Planning & Policy department, and Financial Planning & Analysis department.
Evaluates the efficiency and effectiveness of the asset management system. Identify the data strategy and requirements to support the design and implementation of the asset management program. Investigates emerging technologies and implements solutions based on life cycle costs, risks, and operating impacts. Plans the population of the asset inventory and hierarchy; manages the asset databases, central asset libraries and tools; and ensures data integrity.
Promotes internal awareness across all levels in CMBC on the asset management methods and processes. Liaises with internal stakeholders to develop asset management metrics and key performance indicators, analyze performance, identify and recommend for continued improvement.
Liaises with CMBC asset integration team to ensure projects are implemented in alignment with asset renewal programs and plans. During CMBC project implementation, ensures CMBC drawings and records requirements are understood and met by project teams. Provides support in reviewing technical documents such as scope of work and request for proposal, participates in kickoff meetings, supports team in facilitating reviews, and leads handover meetings and closeout audits for completed projects.
Liaises as the CMBC representative for new technology projects and collaborates with other technology departments at TransLink and it’s operating companies, including BCRTC, regarding information and best practices for document and records management. Supports change management initiatives to ensure alignment and consistency in communications to stakeholders, optimize stakeholder engagement and facilitate effective program adoption and utilization.
Manages and mitigates significant risk pertaining to the fixed asset infrastructure base including, but not limited to, natural disasters such as seismic events and floods. Represents the organization on the emergency control center committee to develop asset data for post-disaster response plans. Reviews critical infrastructure for emergency planning and contributes to the development of prevention, rehabilitation, and business contingency plans ensuring business continuity and resiliency. Develops and manages the organization’s seismic upgrade program.
Manages relationships with Unions. Attends Union/Management meetings, as required.
Oversees associated contracted services provided by external sources, as required. Monitors compliance of work with legislation and regulations, organizational standards, safe work practices and contract requirements.
Supports and reinforces a culture of quality across the organization, so that customer expectations are met through the consistent application of standards, processes, and procedures.
Manages staff, including selection, development, coaching, managing performance, and all other people management practices. Manages requests for work, plans, prioritizes, schedules, monitors, and inspects the work performed by reporting staff. Maintains an agile team setup to ensure systems standards are maintained, and service requirements are met.
