The Engineering Quality Lead is a senior quality professional responsible for establishing, implementing, and continuously improving engineering quality management practices across COOEC Canada. Operating at both the company and project levels, this role ensures that engineering deliverables, supplier interfaces, and project execution activities conform to company standards, client requirements, and applicable regulatory and industry codes. The position exercises independent quality leadership and authority, working directly with engineering, procurement, and construction teams to embed quality throughout the project lifecycle.
- Establish and maintain company-level engineering quality standards, procedures, and work processes applicable across all EPC projects.

Ensure project engineering deliverables comply with client specifications and applicable codes including APEGA, ASME, API, CSA, and ABSA.

Lead interdisciplinary design reviews, coordination reviews, and HAZOP/PHA action tracking across engineering disciplines.

Develop Project Quality Plans (PQPs) and discipline-specific quality requirements for individual projects as part of project quality activities.

Monitor engineering quality key performance indicators (KPIs); track non-conformances, corrective actions, and lessons learned across projects.
- Develop and maintain the company Quality Audit Program; establish annual audit schedules covering engineering, procurement, and construction activities at both company and project levels.

Plan and conduct internal project quality audits to verify conformance with the PQP, company procedures, ISO 9001, and client requirements; prepare and distribute formal audit reports.

Lead quality audits of engineering subcontractors, including on-site audits at contractors’ facilities, assessing QMS compliance with project specifications and Canadian regulatory standards.

Issue audit findings, NCRs, and corrective action requests (CARs); track and verify closure within defined timelines.

Support client audits, third-party audits, and regulatory reviews; coordinate project team responses to findings and observations.
- Define quality requirements for RFQs, RFPs, purchase orders, and supplier documentation packages; participate in supplier qualification and bid evaluations.

Review supplier Quality Management Plans, ITPs, and certification records; coordinate third-party inspection activities and support NCR resolution.
- Provide quality oversight during fabrication and construction phases; review quality records, inspection reports, and turnover documentation.

Participate in construction readiness reviews and project quality assessments; support teams in resolving quality issues during execution.
- Prepare company-level and project-level quality performance reports; monitor KPIs, audit trends, and quality risks for senior management and client reporting.

Issue quality observations, NCRs, and corrective action requests; exercise authority to recommend hold, revision, or rework of non-conforming engineering deliverables.

Escalate significant quality concerns to senior management and project leadership; promote quality awareness and a culture of continuous improvement across the organization.
- Bachelor’s degree in Engineering; minimum 10 years of quality management experience in oil and gas EPC projects.

Proven experience managing engineering QA/QC programs across the full EPC lifecycle.

Demonstrated experience planning and conducting quality audits, including subcontractor and supplier audits at domestic and international facilities.

Strong knowledge of ISO 9001, ASME, API, CSA, and ABSA standards; familiarity with APEGA professional practice requirements is an asset.

Willingness to travel internationally for subcontractor audit assignments as required by project schedule.

P.Eng., CQE, CQA, or ISO 9001 Lead Auditor certification is an asset.

Strong independent leadership, communication, and analytical skills; ability to influence and collaborate across multidisciplinary EPC teams.
