Job Summary
GCE is seeking a seasoned I&M Project Manager to lead complex geotechnical and structural monitoring programs for major infrastructure, tunneling, and transit projects. The PM is the primary point of accountability for the lifecycle of a project from initial bid support and system design to final decommissioning.
You will lead a multidisciplinary team of technicians and analysts, ensuring that monitoring systems are deployed on time, within budget, and in strict accordance with project specifications. This is a high-responsibility role requiring a blend of technical expertise, financial acumen, and superior stakeholder management.
Key Responsibilities
- Own the execution of multiple I&M projects concurrently, ensuring all deliverables meet GCE’s quality standards and client expectations.
- Align execution with project budget and control costs as directed, ensuring efficient use of personnel, equipment, and materials.
- Assist with billing and change tracking as required.
- Review and approve Monitoring Programs, Instrumentation Plans, and Method Statements. Oversee the design of automated and manual monitoring networks.
- Serve as the primary liaison for Owners, General Contractors, and Lead Designers. Facilitate "Review" and "Alert" level meetings and provide high-level technical consultation during exceedance events.
- Mentor I&M Coordinators and Technicians. Align field crew schedules with project deadlines and oversee the output of the Data Analysts.
- Ensure all Site-Specific Safety Plans are implemented. Guarantee that all monitoring activities comply with municipal (e.g., City of Toronto), provincial, and project-specific technical specifications.
- Interpret complex contract documents and technical specifications to ensure GCE’s risk is mitigated and all obligations are fulfilled.
Qualifications
- Bachelor’s degree in Civil Engineering, Geotechnical Engineering, or a related field. P.Eng. (Ontario) designation is highly preferred.
- Experience: 5–8+ years of progressive experience in I&M, with at least 2 years in a management or lead role on large-scale infrastructure projects.
- Good understanding of the GTA construction market, including specific knowledge of Metrolinx, TTC, or MTO monitoring standards and current projects.
- Proven ability to negotiate with clients and manage high-pressure situations on active construction sites.
- Advanced understanding of the "Critical Path" in construction and how I&M activities integrate with excavation, tunneling, and shoring.
Preferred Skills
- Advanced knowledge of data visualization platforms and related software.
- Ability to assist the estimating team with technical proposals and bid costings for new work.
- Ability to synthesize complex data into executive-level summary reports for non-technical project owners.
Working Conditions
- Split between the corporate office and frequent site visits for client meetings, audits, and managing field activities.
- Must be available for emergency consultation outside of standard hours if critical trigger levels are breached on-site.
