The CIB partners with governments and private sector investors to transform how infrastructure is planned, financed and delivered across the country.
To deliver on this mandate, the CIB invests across three distinct platforms: Public Infrastructure, partnering with governments and public-sector entities; Commercial Infrastructure, investing in private sector-led projects that address key risks preventing projects from advancing; and Indigenous Infrastructure, supporting Indigenous participation and long-term community outcomes.
The Strategic Projects team works hands on with project partners to advance their projects through development to an investment-ready state—with a focus on projects with significant benefits to Canada, but complex paths to execution.
Role Overview
Reporting to the EVP, Portfolio and Strategic Projects, the MD, Strategic Projects, will lead the CIB's engagement with a portfolio of early-stage project proposals, playing a hands-on role to shape the project into a form that can support CIB and private sector investment. The role will have leadership accountability for originating and developing complex opportunities from concept to investment readiness, partnering with our Investments team to develop projects to a point where they become investable. As an active member of the CIB's Investment Leadership team, the role will work closely with peer investment leaders across the CIB's business and draw on shared enterprise resources to deliver on objectives.
The role requires a skilled generalist—able to integrate effectively across design and engineering, commercial contracts, financial structuring, public policy and stakeholder engagement. The role requires high resilience—the Strategic Projects team is focused on the most complex projects to get to execution.
The ideal candidate will have extensive experience with project development (as an owner, investor or advisor) with a particular focus on linear infrastructure across the CIB's investable sectors. The ideal candidate will have a proven track record of bringing projects from the drawing board into construction—operating equally comfortably in a design review, financial model and or engaging a government sponsor.
Your responsibilities include
- Leading a defined portion of our strategic projects business, with full accountability for strategy, priorities, execution and outcomes across a portfolio of 3–5 early-stage, high-impact projects. The role involves working with partners to develop these projects into investment-ready opportunities for the CIB and private partners, where the CIB deploys meaningful internal and external capability
- Overseeing all aspects of a project's development lifecycle—across commercial, financial, technical and policy disciplines, with a particular focus on large, complex, first-of-a-kind projects—to bring projects to delivery-ready state
- Providing senior accountability for performance of projects including project outcomes, CIB operating and capital budget deployment into the project, risk management and issue resolution
- Partnering with transaction teams to ensure that projects are shaped into investment-ready opportunities
- Structuring the terms of CIB's participation in early-stage project development activities, with a view to how capital is recovered
- Actively playing executive or board leadership roles within organizations developing projects alongside project executive teams to develop projects—engaging with customer, delivery and government partners
- Developing a pipeline of potential project opportunities by establishing and maintaining a network of contacts in the public and private sectors across Canada and the targeted industries
- Building, developing and leading high-performing teams of CIB professionals, including senior Strategic Projects team members and professionals from our shared Investment Resource pool to advance projects
- Driving organization-wide cultural focus on high-impact, complex projects
- Representing CIB externally as a senior leader, articulating CIB approach to developing large, early-stage transformative projects to executive-level audiences and industry forums
- Contributing to organizational strategy, governance, policy development and decision‑making
- Oversee the preparation and presentation of Board memoranda
The ideal profile
- Motivated by the opportunity to deliver nationally significant infrastructure outcomes
- 20+ years of infrastructure experience, ideally across multiple infrastructure delivery disciplines in the development of large-scale infrastructure projects
- Previous experience in complex, linear infrastructure projects and engagement with Indigenous communities with recognized credibility as a senior business leader with the ability to exercise sound judgment in the development of large projects
- Proven ability to manage through situations with high ambiguity and with resilience in an environment that will have high failure rates
- Leads effective teams—a highly self-directed leader that operates autonomously and drives teams to succeed on ambitious work plans with clear milestones towards long-term ambiguous goals
- Proven ability to lead and develop senior professionals, including mentoring, performance management and succession planning
- Strong executive communication skills, including the ability to clearly articulate complex issues, trade-offs and recommendations to senior audiences
- Experience operating in environments with public-interest mandates, governance oversight and high accountability is an asset
- Demonstrated ability to operate effectively at the executive level, including advising senior leaders, presenting or serving on Boards or equivalent governance bodies
- Strong executive-level relationship management skills across public and private sectors with ability to influence and align diverse stakeholders
- Bilingualism (French and English) is a significant asset
