The City is seeking a Director of Project Services to provide strategic leadership and oversight for the planning, delivery, governance, and continuous improvement of CNV’s projects and programs. This role leads the development of a centralized Project Management Office (PMO), establishes best practices, and delivers advisory services to ensure all levels of projects are executed effectively, consistently, and in alignment with the City’s strategic priorities and community needs.
The Director of Project Services’ responsibilities include:
- Developing and implementing the City’s project delivery and PMO strategy.
- Aligning capital programs with long-term strategic plans, asset management strategies, and Council priorities.
- Advising Executive leadership and Council on project performance.
- Establishing and leading a centralized PMO to support City-wide project management and delivery.
- Developing, standardizing, and continuously improving project management methodologies, tools, templates, and governance frameworks.
- Driving maturity in project management capabilities across the organization.
- Providing strategic and operational project advisory services to departments across the City.
- Establishing enterprise project governance structures and decision-making frameworks.
- Providing regular updates to Executive leadership and Council.
- Overseeing project intake, prioritization, and portfolio management processes.
This position will lead, mentor, and develop a multidisciplinary team and build organizational project management capability through training, coaching, and communities of practice.
Qualifications include a Bachelor’s degree in Engineering, Construction Management, Business Administration, or related field (Master’s preferred); 10–15+ years of progressive experience in project/program management, including leadership of PMO functions; demonstrated experience establishing or advancing PMO maturity; experience in municipal or broader public-sector environments is strongly preferred; and project management methodology demonstrated by PMP (Project Management Professional) or equivalent certification (P.Eng., Registered Architect, or similar designation).

We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $156,156 to 181,632 annually.
