The Income Assistance Program and Service Design Branch at the Ministry of Social Services is seeking a PE Consultant, Business Intelligence and Data Analytics, who is highly motivated, innovative, and detail-oriented individual with expertise in SQL, including advanced querying, data manipulation, and database development, data analytics, and Business Intelligence (BI) reporting solutions and tools.
Reporting to the Manager, Data and Reporting, you will work with highly skilled cross-functional teams to design, develop, and maintain a data repository and reporting platform for multiple income support programs. You will lead and collaborate on advanced data analytics projects that aim to monitor utilization and performance of income support programs, assess program effectiveness, and identify ways to improve client outcomes and reduce government costs. You will also provide oversight and expert guidance to a team of Data and Report Analysts responsible for using SQL to extract, analyze and manipulate data and to build reports to support operational reporting and other business requirements. The work of this position is critical in the design and delivery of programs that support the basic needs of Saskatchewan people who require income support as they work to become self-sufficient to the best of their abilities. This position is based in Regina office.
The successful candidate will:
- Have extensive experience and strong proficiency in SQL, including advanced query techniques, functions and stored procedures, database query optimization, and programming constructs for RDBMS in Azure SQL and IBM Db2 cloud-based platforms.
- Have expert knowledge of relational database modeling and experience utilizing multiple database tools, particularly SQL Server Management Studio (SSMS) and IBM Data Studio.
- Be responsible for developing and operationalizing different processes to extract, verify and combine data sets from disparate data source systems using various computer platforms.
- Have expertise in Python programming language to manipulate, analyze, clean, and transform data for analysis and reporting purposes. The outcome of this work will be accurate and insightful reports that are less labour intensive to develop.
- Have strong data visualization skills and extensive experience using Power BI and Excel including writing code in Data Analysis Expressions (DAX) or Power Query to develop and present large and complex data sets used to support evidence-based decision-making.
- Familiarity with R, Access, SPSS, and other statistical reporting tools would be considered an asset.
- Have knowledge of statistical and/or data analysis techniques and the ability to practically apply theories, including the ability to determine how to visually represent trends or metrics.
- Have strong collaboration skills and exceptional communication skills to work with a broad spectrum of internal and external stakeholders in a matrix environment.
- Have strong attention to detail, the ability to rapidly learn various program policies and procedures, and a knack for making things more efficient through automation.
- Be a team player, able to both lead and collaborate, with a reputation for integrity and a focus on client service and innovation.
The knowledge and skills for this position are typically acquired through a graduate degree in computer science, data science, engineering, or other related disciplines. These educational qualifications should be combined with at least three to five years of professional-level experience with SQL and Python, business intelligence software, database modeling, and in a complex, integrated IT environment, especially in Analytics, Data Warehousing and Reporting. Equivalent combinations of education, experience and training will be considered.
