The Test Engineering Manager is responsible for leading the electrical testing function across HPS manufacturing operations and any Canadian facilities conducting product testing. The role provides operational leadership to ensure testing activities meet quality, safety, regulatory, customer, and production requirements. The successful candidate will be accountable for developing and leading testing personnel, adoption and establishment of standardized testing processes, maintaining test equipment and infrastructure, and driving continuous improvement initiatives that support operational excellence. Working collaboratively with internal teams and external customers, this individual will ensure testing capabilities effectively support new product development, production efficiency, and customer satisfaction. The role also manages departmental budgets, resource allocation, and long-term capability planning.
Key Responsibilities Include:
- Lead all production, type, qualification, validation, and R&D testing activities across Canadian testing facilities.
- Establish, implement, and maintain standardized testing procedures, methods, and best practices.
- Ensure testing activities meet customer specifications, engineering requirements, regulatory standards, and production schedules.
- Develop and maintain testing capabilities, equipment, facilities, and infrastructure necessary to support current and future business requirements.
- Ensure compliance with all applicable standards, regulations, accreditation requirements, and internal quality management systems, including UL DAP, CSA, ISO 17025, and other relevant certifications.
- Oversee laboratory quality systems, including calibration programs, validation processes, result verification, and complaint resolution.
- Serve as the primary technical liaison between Testing, Engineering, Manufacturing, Quality, Sales, and customers regarding testing requirements, methodologies, capabilities, and results.
- Review and evaluate unique or complex testing requirements and provide technical recommendations to stakeholders.
- Lead, mentor, develop, and engage testing personnel through effective recruitment, onboarding, training, coaching, succession planning, and performance management.
- Develop technical competencies within the team to ensure readiness for new technologies, products, and testing methodologies.
- Ensure a safe working environment through compliance with health and safety legislation, company policies, and laboratory safety requirements.
- Manage departmental budgets, operating expenses, performance metrics, and key performance indicators to achieve financial and operational objectives.
- Lead digitalization, automation, and continuous improvement initiatives that enhance productivity, quality, efficiency, and cost performance.
Do you qualify? We are seeking:
- A completed S. in Electrical Engineering or over 5 years of experience supervising testing
- Completion of Professional Engineering Designation (P.Eng) is strongly preferred
- Minimum of 5 years of experience working on electrical testing facilities in transformers/reactors
- 6 to 9 years of related work experience
- Extensive knowledge in electrical testing of transformers/reactors
- Strong knowledge in design, manufacturing, application and testing of electrical transformers
- Experience working with ISO9001 and ISO/IEC17025
- Experience in standards from external agencies such as ABS, DNV, CSA, UL, IEEE, IEC, NEMA.
- Experience with manufacturing specifications for electrical transformers
- Knowledge of safety, operation, installation, calibration and maintenance of test equipment
- Complete understanding of health and safety
- Ability to travel regularly to other sites within Ontario and Quebec
