Oil sands development is an important component of CNOOC International’s global portfolio. In Canada, CNOOC Petroleum North America has interest in more than 300,000 acres in the Athabasca region – one of the largest deposits of Canadian oil reserves, where we use technologically advanced production processes such as Steam Assisted Gravity Drainage (SAGD). Our Long Lake facility, located in northern Alberta just south of Fort McMurray, began producing in 2008 and is a SAGD-only operation for the interim, with production capacity of around 72,000 barrels of bitumen a day.

This position is classified as a Safety-Sensitive Position. In this role, you will participate in our non-rotating 14x14 shift schedule which requires you to work fourteen 12-hour day shifts (7am – 7pm), followed by fourteen days off. Schedules are based on business needs and subject to change. We offer free parking at our site or if you’d like us to take the wheel, you can use our daily bus service to/from Fort McMurray

This dynamic role will be instrumental in driving a proactive Safety First culture and strengthening the implementation of our HSE Management System across all site operations. By bridging the gap between corporate expectations and frontline execution, you will provide critical field-level coaching to supervisors and crews. Your leadership will directly influence daily safety performance and help maintain regulatory compliance across our multi-disciplinary teams.
Your Background
Education & Certification
- Diploma or degree in Occupational Health and Safety, Environmental Science, Engineering Technology, or a related discipline; equivalencies based on demonstrated field experience will be considered.
- Canadian Registered Safety Professional (CRSP) designation is preferred; candidates actively working toward CRSP certification are encouraged to apply. Other recognized designations such as NCSO or CSO may be considered as a supplement but do not substitute for CRSP.
- Valid Standard First Aid / CPR certification required; H2S Alive, CSTS-09, and Ground Disturbance certifications are considered assets.
- A valid Class 5 driver's license is required.
Experience
- Minimum 8 years of progressive occupational health and safety experience in a heavy industrial setting, preferably within the upstream oil and gas, oil sands, or energy sector.
- Direct field experience in one or more of the following areas is considered a strong asset: SAGD or oil sands operations, oil and gas construction and commissioning, civil works, or drilling and completions.
- Demonstrated experience supporting incident investigations, field hazard assessments, and safe work permit processes.
- Familiarity with contractor management and HSE oversight in a multi-contractor site environment.
- Experience with HSE management systems and working knowledge of incident management platforms (e.g., Enablon, Intelex, or equivalent) is an asset.
Regulatory & Technical Knowledge
- Working knowledge of Alberta occupational health and safety legislation, including the Alberta OHS Act, Regulation, and Code, and familiarity with AER directives and reporting requirements applicable to oil sands operations.
- Understanding of safe work practices applicable to high-hazard activities including ground disturbance, overhead powerline work, isolation and lockout, confined space entry, and working at heights.
- Familiarity with process safety fundamentals in a SAGD or heavy oil context is considered an asset.
- Basic understanding of environmental compliance obligations relevant to oil sands site operations is an asset.
Skills & Competencies
- Strong interpersonal and communication skills, with the ability to engage effectively with frontline workers, contractors, supervisors, and cross-functional teams.
- Demonstrated ability to deliver coaching, toolbox talks, and informal training in a field environment.
- Proficiency in Microsoft Office applications (Word, Excel, Outlook, Teams, PowerPoint); experience with data entry and reporting in HSE management systems.
Working Conditions
- This is a field-rotational position operating on a 14x14 schedule based in the Fort McMurray area.
- The role requires regular outdoor work in all weather conditions typical of northern Alberta, including extreme cold weather environments.
Your Role with Our Team
Field Compliance & Assurance
- Conduct regular field observations and site walks across operations, construction, and drilling activities to verify compliance with CI HSE standards, safe work procedures, and permit-to-work requirements.
- Identify field-level non-conformances and hazards; communicate findings to frontline supervisors and the HSE Lead or HSE Manager and support the implementation of corrective actions.
- Participate in HSE inspections and audits; assist in compiling findings, tracking action items, and following up on close-out status.
HSE Management System Support
- Support the consistent field-level application of the CI HSE Management System, including safe work practices, FLHA processes, and hazard control programs.
- Assist with the rollout and implementation of new or updated HSE programs, procedures, and tools, providing frontline-level communication and guidance to site personnel.
- Maintain accurate and up-to-date site HSE documentation, records, and filing in accordance with CI requirements and regulatory obligations.
Hazard Identification & Risk Management
- Participate in the development and review of Field Level Hazard Assessments (FLHAs), Job Hazard Analyses (JHAs), and Job Safety Analyses (JSAs), providing coaching to field personnel to improve quality and consistency.
- Support the safe work permit process by verifying permit conditions, isolation requirements, and hazard controls are understood and in place prior to work commencement.
- Facilitate timely and accurate reporting of incidents, near misses, and unsafe conditions through the CI incident management system.
- Support incident investigations under the direction of the Senior HSE Coordinator or HSE Manager, assisting with evidence gathering, witness interviews, timeline development, and documentation.
- Assist in tracking corrective and preventive actions arising from investigations and inspections, following up with action owners to support timely close-out.
Training & Competency Support
- Assist in the delivery of HSE orientations, toolbox talks, and site-specific training sessions for workers, contractors, and new site personnel.
- Support the identification of field-level training gaps through observation and incident trends, and escalate findings to manager.
- Reinforce HSE best practices through day-to-day coaching and mentoring of frontline workers and supervisors.
- Support the HSE onboarding and site orientation process for contractors and third-party service providers.
- Monitor contractor field activities for alignment with CI HSE expectations and site-specific requirements; escalate non-conformances through appropriate channels.
- Collaborate with frontline leaders, HSE Representatives, and other site functions to maintain consistent HSE engagement across all work areas.
Performance Monitoring & Reporting
- Assist in the collection, entry, and verification of HSE performance data, including leading and lagging indicators, observation records, and inspection results.
- Compile and submit routine HSE reports, statistics, and documentation as directed by the Senior HSE Coordinator or HSE Manager.
- Support the monitoring of KPI trends and contribute field-level observations to support performance improvement discussions.
