Role Overview
Reporting to the President, the Senior Construction Estimator is a key leadership role responsible for overseeing the full bidding and tendering lifecycle for municipal infrastructure projects, with a strong focus on road construction, asphalt paving, and concrete works.
You will lead estimates from initial opportunity review through to submission, while supporting the execution of awarded projects. This role requires a hands-on understanding of roadbuilding operations, production rates, and cost drivers across asphalt and concrete scopes.
Key Responsibilities
Estimating & Tendering (Primary Focus)
- Review and evaluate municipal tenders, recommending opportunities in collaboration with senior management
- Lead full-cycle estimating: from initial review to final tender submission
- Prepare detailed cost estimates for asphalt paving, concrete (curb, sidewalk), grading, excavation, and roadworks
- Perform accurate quantity take-offs from drawings, profiles, and specifications
- Interpret complex technical documents, including municipal standards and contract requirements
- Develop estimates covering labour, equipment, trucking, materials, and production rates
- Apply adjustments for site conditions, traffic control, staging, and seasonal impacts
- Solicit, evaluate, and incorporate pricing from subcontractors and suppliers
Bid Management & Documentation
- Assemble complete bid packages, including summaries (lead sheets) and supporting documentation
- Ensure full compliance with client requirements, tendering procedures, and submission deadlines
- Generate and manage RFIs with clients and Engineers of Record; lead responses through to closure
- Liaise with owners, consultants, and contract administrators throughout the bidding process
- Present estimates and bid strategies to senior leadership
Project Support & Cost Control
- Participate in pre-construction planning, scope development, and constructability reviews
- Support awarded projects by estimating change orders, extras, and revisions
- Develop and maintain cost tracking, forecasting, and reporting systems
- Prepare regular cost and expenditure forecasts throughout project lifecycles
- Conduct post-bid and post-award reviews to improve estimating accuracy
Qualifications & Experience
- 10+ years of estimating experience in municipal infrastructure, with a strong emphasis on: Road construction, Asphalt paving, Concrete works (curb, sidewalk, structures)
- 5+ years of experience in project management, coordination, or contract administration in civil construction
- Proven experience with roads, highways, underground services, and municipal projects
- Degree or diploma in Estimating, Civil Engineering, Construction Management, or equivalent experience
Skills & Competencies
- Strong understanding of roadbuilding methods, paving operations, and concrete placement
- Knowledge of production rates, labour efficiencies, and heavy equipment utilization
- Exceptional attention to detail and ability to meet tight deadlines
- Ability to manage multiple tenders in a fast-paced environment
- Strong leadership, communication, and stakeholder management skills
- Problem-solving mindset with the ability to develop practical, cost-effective solutions
Technical Requirements
- In depth Understanding and Experience working with Ontario municipal standards (OPSS/OPSD)
- Advanced proficiency in Microsoft Excel, Word, Outlook, and MS Project
- Experience with Bluebeam, HeavyBid, AutoCAD, or similar estimating/takeoff software
- Strong ability to interpret civil drawings, cross-sections, and specifications
Assets
- Background in road rehabilitation, resurfacing, and intersection improvements
- Certifications such as Standard First Aid/CPR
