PRIMARY PURPOSE
Provides strategic leadership for BCRTC’s rail transit operations, including the Expo and Millennium Lines, West Coast Express, and contractual oversight of the Canada Line Concession Agreement. As a member of BCRTC’s Executive and Senior Leadership Team and TransLink’s Senior Leadership Team, this role shares accountability for BCRTC’s strategy, business performance, and the achievement of organizational’ s goals. The VP, Operations advances service excellence, expansion readiness, organizational health, safety, quality, and long-term financial sustainability.
KEY ACCOUNTABILITIES
Leads the safe, reliable, and efficient delivery of SkyTrain and West Coast Express rail transit operations in the Vancouver region, while contributing as a key member of the executive team to BCRTC’s overall strategic direction and performance.
In partnerships with other BCRTC leaders, shapes annual operational priorities for inclusion in the Business Plan and drives execution against those commitments, with considerations for current operating conditions and future system expansion.
Serves as a senior management representative on key steering committees related to SkyTrain, West Coast Express and Canada Line operations, capital programs, and expansion initiatives.
Acts as a corporate sponsor for major operational and capital initiatives, providing governance, oversight and direction on critical decisions and associated steering committees.
Provides strategic oversight of track access policies, operating procedures, and SkyTrain service changes required to support critical infrastructure work and long-term network development.
Ensures operational compliance with organizational, regulatory, and safety standards.
Provides senior leadership oversight during significant system disruptions, failures, emergencies and extreme weather events in a 24/7 operating environment.
Establishes operational Key Performance Indicators (KPIs) and drives actions to meet customer, service, and corporate expectations.
Provides operational oversight and execution in alignment with the Canada Line Concession Agreement on behalf of TransLink, including validating performance milestones and authorizing monthly performance payments and/or withholding of payment due to sub-standard performance.
Builds and maintains productive relationships with key stakeholders including TransLink, Transit Police, CMBC, ProTrans, InTransitBC, emergency response agencies, safety authorities, regulators, professional/industry associations, and vendors.
Ensures divisional readiness to identify and mitigate critical risks, respond to emerging issues, and leverage opportunities that may affect organizational performance.
Champions continuous improvements and innovation to strengthen operational effectiveness, efficiency, and readiness for future service and system needs.
Leads divisional budgeting, forecasting, and long-range planning to ensure responsible stewardship of resources, cost effectiveness, service quality, and financial sustainability.
Prepares and presents reports to both the BCRTC/WCE and Translink Board of Directors as required.
Provides executive leadership to divisional leaders through clear direction, coaching, talent development and performance management, while ensuring workforce capacity and capability align with operational requirements and strategic priorities.
Represents BCRTC at conferences and industry forums, and contributes thought leadership through presentations and related materials as appropriate
