PRIMARY PURPOSE
This role ensures excellent service and future readiness by providing expertise support in operations planning and rail scheduling, leading and managing projects of low to moderate impact, risk, and complexity, and offering oversight on initiatives of higher impact, risk, and complexity.
KEY ACCOUNTABILITIES
Provides operations planning and rail scheduling expertise and project management input to support the development of operating plans, policies, and strategies, ensuring compliance with corporate standards, policies and procedures, and legislative requirements for work of low to moderate impact, risk and complexity.
Researches and analyzes operations and ridership data, trends and issues to support planning and timetabling service. Analyzes data to identify the root cause(s) of unexpected system behaviour in support of evidence-based decision-making
Develops methods, techniques, and models to ensure successful delivery and execution of work that is of low impact, risk and complexity and participates in work that is of moderate to higher impact, risk and complexity.
Develops operating concepts and timetables for regular, special event, and alternate service (e.g., single tracking) based on delivering the best possible service given track and automatic train control limitations, anticipated ridership, and fleet and budgetary limitations.
Running the desktop Automatic Train Control (ATC) simulator to test and validate operating plans and timetables, and extract data needed for these tasks.
Configures and validates ATC data to support the smooth running of the system for customers and Train Operations staff, including preparing for ad hoc responses to incidents.
Contributes as a member of the Operations Planning team to manage projects of low to moderate impact, risk and complexity in designing and developing project scope, schedules, and work plans, defining and prioritizing deliverables, ensuring compliance with department standards, policies and procedures, and alignment to program, Enterprise and regional goals, identifying and recommending action on planning and project risks and opportunities based on analysis of transport data, trends, and issues. Solves lower risk issues and alerts senior staff to critical issues and risks.
Collaborates and provides technical expertise and advice to leaders and professionals across the organization with a view to optimizing service planning and project outcomes.
Develops inputs for Communications and Customer Information staff to convey service change information to the public accurately, clearly and concisely.
Configures passenger information systems to support visual and audio information for regular and exceptional services.
Develops technical reports and presentation materials to support discussions with Executives and municipal staff.
Collaborative relationships with internal colleagues and external stakeholders including staff at other government and public agencies, and police forces to understand needs, maintain open communication, provide technical support and advice, and proactively resolve issues of low to moderate impact, risk and complexity, particularly with respect to planning for special events.
Reviews the work of contractors in terms of assessing Automatic Train Control software performance and consistency with expectations and design intents.
Performs delay analysis and attribution work in consultation with other departments and helps to ensure the process is consistent, fair and defensible.
Works collaboratively with the Control Operation Team to review and test operating plans and timetables, review event plans, and other shared work products. Provides constructive input on potential improvements
