Summary of Duties:
The Manager, Human Resources provides strategic and operational leadership across a broad portfolio of human resources services in a complex, multi-union public health environment. As the organization's senior labour relations resource, the Manager provides expert advice on complex employee and labour relations matters, leads collective bargaining, and fosters productive union-management relationships. Labour relations expertise is a core requirement of this role.
As a member of the leadership team, the Manager partners with leaders across the organization to strengthen culture, build organizational capability, and support change. They navigate ambiguity, build trust, exercise sound judgment, and guide leaders and employees through complex people issues while fostering an inclusive, respectful, and high-performing workplace aligned with Lakelands Public Health's values.
The Manager develops HR capability by coaching HR staff, leaders, and employees to consistently apply sound people practices. They apply the principles of reconciliation, cultural humility, diversity, equity, inclusion, and anti-racism to decision-making, promote culturally safe practices, and advance equitable opportunities across the organization.
The Manager leads the delivery of key HR functions including workforce planning, recruitment, performance management, compensation, benefits and payroll oversight, occupational health and safety, disability and attendance management, policy development, learning and organizational development, and HR systems. The role ensures HR programs and services are timely, effective, equitable, and aligned with organizational priorities.
Using data and evidence-informed practices, the Manager evaluates HR programs, identifies opportunities to improve organizational effectiveness and employee experience, and drives continuous improvement. Through strategic leadership and collaboration, the Manager helps build an engaged workforce that supports the organization's long-term success.
Minimum Qualifications and Position Requirements:
· Post-secondary education in Human Resources
· 5 to 7 years of progressively responsible HR leadership experience in a broad range of functions in unionized settings; this experience includes 5 years of experience leading labour relations activities including collective bargaining
· Experience in health care or public sector settings is preferred
· Completion of CHRP designation or in progress; CHRL designation is preferred
· Proficient technical skills with MS Office programs (Word, Outlook, Excel, PowerPoint, SharePoint), internet and e-mail (intermediate level)
· Experience using and improving HRIS and related software/tools
· Excellent communication and interpersonal skills
· Demonstrated ability to build relationships and trust and implement policies and programs across unionized settings
· Excellent organizational and prioritization skills
· Ability to mentor and coach others
· Demonstrates tact and diplomacy while balancing competing interests
· Demonstrates a commitment to learning
· Sound knowledge of HR related legislation and practices including related to privacy and confidentiality
· Knowledge of LEAN principles is an asset
· Experience with ADP and Cornerstone is an asset
· Valid driver's licence and access to reliable transportation
· Proof of Immunization in accordance with LPH policy
· Satisfactory Criminal Records Check
